SUBJECT: Resolution of Intent to Authorize Submission of a CDBG
Economic Development Grant Application and Call for a Public
Hearing
MEETING DATE: August 17, 2009
BACKGROUND: Flathead Valley Community College has requested the
department's assistance to apply for a workforce training grant from the Community
Development Block Grant Program. The program funds would assist FVCC in acquiring
new equipment for non-destructive testing in welding. The equipment would be specific
to the metalworking and welding trades. An aggregate of local and regional businesses
have expressed the need for this high-level training.
The CDBG application must be submitted as soon as possible to access program funds
because Economic Development funding is awarded on a first -come, first -serve basis and
there are funds now available. The grant request from FVCC is not to exceed $300,000
with a total project cost of $600,000.
RECOMMENDATION: City Council authorize the Community Development staff
to prepare a CDBG-ED grant application and set the date of September 8, 2009 for a
public hearing on the submission of the application.
FISCAL IMPACT: If the grant is awarded, the Community and Economic
Development Department will receive up to 8% of the grant award to administer the
grant.

WHEREAS, the City of Kalispell is applying to the Montana Department of Commerce for a
Community Development Block Grant (CDBG) to assist Flathead Valley Community
College in acquiring new equipment for non-destructive testing in welding for the
metalworking and machining trades.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. That the City of Kalispell agrees to conform to the regulations, statutes, terms
and conditions for the Application.
SECTION II. A public hearing is hereby scheduled for September 8, 2009 at 7:00 p.m. in
the City Council Chambers at City Hall, Kalispell, Montana for the purpose
of taking public comment on the application.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF THE
CITY OF KALISPELL THIS 17TH DAY OF AUGUST, 2009.
