Hear the Public: Jim Atkinson reported on a pilot program that Eagle Transit is looking at with
Chandler Communications for "bus wrap" advertising on both the city bus and the commuter bus.
They feel this would make the buses more distinguishable as public transportation. Eagle Transit will
have content control and the pilot program will be for one year then the program will be reviewed. In
addition the dial -a -ride buses will not be included in the program. D.C. Haas noted as long as the bus
isn't wrapped to look like a fire truck with PSA messages the Fire Department doesn't have any
concerns. Sorensen said the only issue for zoning is the buses cannot be parked for purposes of
displaying the sign. Burnham said he liked the idea of the private/public partnership and if Eagle
Transit regulates the content of the advertising it is a good way to bring money in.
There was further discussion regarding the new Eagle Transit bus barn and Atkinson said they plan to
apply for annexation of the property. It was noted they would also be subject to impact fees.
Burnham asked if the bus shelters are being used and Atkinson said he has observed their use and he
added the bus schedules are now posted in the shelters.

OLD BUSINESS: Spring Creek Apartments, Ph 2 —Burnham met with the engineer and there are
still some substantial stormwater issues to resolve. Sorensen and Jentz saw Susie Turner on site, and
she explained that the stormwater retention area is too low and it can't outflow because ofthe natural
level of the stream. It is backing up throughout the entire system, which reduces the capacity of the
system. Burnham added the capacity is reduced by about 85%. Public Works had told the engineer
that their design would not work and now their proposal is to install pumps and Public Works has
stated they want to be able to see that the pumps will work before they would sign off on it.
Fincher said the Parks Department doesn't have any issues.
Haas said he was contacted by Nick Fucci who indicated they wanted to make the east side road
entrance a one-way and Haas said he couldn't comment on that until he has a chance to review the
plan and it can be discussed in Site Review. Burnham said Public Works told them they were ok with
the two-way unless emergency access is impaired. Sorensen noted for the purposes of parking and
vehicular access a one-way doesn't function well and Public Works agreed. Burnham added they have
been told the east access road is substandard and they need to tell the city what they are going to do
to fix it, however, a one-way is not the solution. Burnham also spoke with a representative of Howard
Construction who suggested building a smaller radius and put in an island. Public Works asked them
to show the city what they plan to do, whether it would be to leave it as is, which would be approved
by Public Works, or put in an island, or put in a smaller radius. Sorensen said he is also waiting for a
lighting plan and he added the floodplain issues have been resolved.
Haas asked if a C of O has been issued for phase 1 and Clawson said they were given permission to
let people move in based on the fact that it could be revoked if they fail to meet the Fire Department's
conditions by October I". Burnham said the hammerhead turnaround and the hydrant conditions have
to be met by October I" and their plan was to punch through with phase 2. However until those
conditions are met, phase 2 will not be approved. Haas added he still hasn't seen the plans that
address the widening of the turn, moving the hydrant on the north end, or where the locations of the
hydrants will be along the east road. Jentz noted those items will be incorporated into phase 2
however, the city still needs to see the plans. Burnham said on the plans they show a hydrant just west
of the east entrance and Burnham told them that bringing the line for that hydrant from a line on the
west side was ok with Public Works as a long as they stayed out of the 20 foot easement for
stormwater. Burnham said they also told them the hydrant location has to meet the requirements of
the Fire Department. Haas said he still needs to see the plans.
Montana Club — Sorensen spoke with JCM Architects and the city has received some lighting plan
information and they will be doing revisions to their landscaping plan including the area where the
trash compactor will be located. Burnham said Public Works has sent them their comments and they
are waiting to hear back from them. Sorensen added he spoke to them about the windows based on
Architectural Review and they are sending an explanation of why windows were left off of part of the
east side of the building. Haas noted they are using the current facility for training purposes. The
Building Department is reviewing the plans and putting together comments to send to the architect.
Burnham said they had asked for fixture counts but nothing has been received. Sorensen noted they
could be included in the new plans just received.
Boj angles — Burnham said they have asked MDT to let Public Works know if they have included that
area in their hydraulics. Freyholtz said he believes the area will be included. Sorensen asked what
happens if they put in the improvements before MDT puts in their improvements and Burnham said if
MDT says they are assuming this impervious area Public Works would be ok with that. He added
Public Works is waiting for that letter and until then the project should stay on the Site Review
agenda.

OTHER REPORTS: Glacier Manor — Atkinson reported the owner of Glacier Manor on I't
Avenue West is talking with Eagle Transit about building a cutout in the boulevard for bus loading at
their facility. Castles added no -parking signs will need to be installed, the curb painted, and possibly
some trees removed. Atkinson said this would not be considered for a bus shelter location.
Silverbrook Sign Issue — There was discussion regarding a sign that was installed in the R/W at the
entrance to Silverbrook Estates subdivision and Public Works said the city doesn't allow signs in the
R/W and they would have to move it 4 feet off the edge of the pavement or 4 feet off the back of the
curb. It was suggested that the sign may be located in MDT's R/W and would also not be allowed
and would have to be moved. The Planning Department will contact Howard Mann about the issue.
Dragon's Den — Chief Diehl reported D.C. Haas has been working with the Building Department on
the Dragon's Den which is a tattoo parlor in the front of the building but the back is being promoted
as a VIP room/night club targeting people 18 years and older. Diehl said the Fire Department doesn't
know what the occupancy will be and that concerns them. The hazards of the assembly area are there
are no restrooms, inadequate exits, the garbage stacked in the building, there is no emergency
lighting, the mixed occupancy and there are no separations. Haas wrote them a letter indicating they
will need a building permit and they also need to hire a design professional. Haas said the grand
opening is this weekend and he has visited with the Police Department to discuss enforcement.
Gardner's Annexation & Hydrant Installation — Haas reported on the issue that required the
Gardners install a hydrant on Auction Road by the end of July. Haas said the hydrant has not been
installed and he sent them a letter 3 weeks ago and has not received a response. Castles said he
received plans 3-4 months ago to extend the water main about 200 feet but he wasn't sure ifthe work
was done and a pre -construction conference. They had the letter from DEQ for the extension. Haas
said he will send them another letter.
Castles suggested inviting the new City Manager to a Site Review meeting so she can get an
understanding of the workings of this committee.
