L CHANGE IN CONTRACT TERM: The Contract's term is extended until December 31, 2019.
2. CHANGE IN SCOPE OF SERVICES: The l Consultant's scope of services is amended to induce the
additional services set forth in EAhibit A to this Amendment.
3. CHANGE IN BUDGET! As shown below and in the attached Exhibit B, the Prinric Consultant's budget is
increased by S146,914, for a new rich-to-pxccorl total of q; I 3,R64

Scope of Work
Phase 2": -,' O1—
Upon approval of the community -preferred Corridor Design, the project team will begin work on the project
Plans, Specifications, and Estimates (PS& E). The submittal milestones are tied to FRA needs and will occur at.
Draft and revised SEA, FONSI, and 30 . Project schedule is dependent on FRA approvals of EA. and FONISL
1.1 General Project Management
This task Includes continued general project management activities such as internal coordination, project
schedule management and invoicing responsibilities.
1.2 Ctty Team Coordination
We anticipate approximately bi-weekly web -conference meetings with various city staff throughout the
duration of Phase 2. This task also includes extending the meetings from the anticipated end date of the Phase
1 work order.
Task 1 Deliverables
• Monthly invoices, general project management activities, correspondence, etc
• Formal and informal meetings with various key city staff (bi-weekly - assume 12)
Task 6.1 Supplemental EA Submiitaal
KLJ1 will develop and submit a Draft Supplemental Environmental Assessment (SEA) and Finding of No
Significant Impact Statement (FONSI) for one round of concurrent review by the FRA and City of Kalispel11 on
February 1, 2019. Upon receipt of comments from the FRA and City of Kalispell, within two weeks (assuming
comments are not substantial), (KLJ will revise the Draft SEA and FONISI and re -submit to the City of Kalispell for
public distribution/review. Upon completion of the public review period, within one week (assuming comments
are not substantial), KLJ will address any (public comments and submit the Final SEA and FONSI to the FRA and
City of Kalispell for one round) of concurrent review. Upon receipt of comments from the FRA and City of
Kalispell, within one week (assuming comments are not substantial), KLJ will finalize and submit the Final SEA
and FONSI to the FRA and City of Kalispell for signature.
City of Kalispell
• City standard wayfinding programming
• Connector trails
• Trailheads (MDT along Highway 2, and at the Flathead Electric Coop site)
• other elements such as:
* Pump Track
* Splash Park
* Climbing wall
* Art Walk
* Community Gardens
Task 5.3 Phase 2 Environmental Coordination
The project team is expecting a Draft Phase 2 assessment of the project site from WGIVI on or before March 1,
2020. This task involves continued coordination with WGM and the provision of any additional materials which
they require to complete the analysis.
Task 5A Supplemental Ground) Survey
Collect survey data for final design such as but not limited to topography, boundary, and existing infrastructure.
Some of this task may be used during the 30% design, and some will carry over into later stages of gasis
the corridor design evolves.
Task 5.5 Finall Concept Design Report
This task covers previous and ongoing efforts to complete the Concept Design Report (if necessary).
Task 5 Deltvarables
• Draft SEA
• Up to 2 revisions of the Draft SEA
• Revision of SEA Incorporating public comment
• Survey data
• Concept Design Report (update if necessary)
Task, 6: Pjans, Specifications,, and Estimates
Task 6,1130% Preliminary Design
The Allta and KLJ team will prepare a set of 30% prellimi nary engineering construction documents on or about
July 1 st, 2019 that will provide sufficient detail to fulfill FRA requirements. This and future submittals will
follow City of Kalispell design standards (see formatting information below). The 30% conistruction documents
will include the following ellements:

* Draft Specifications outline and boilerplate sections
* 30% Construction Estimate as outlined in the FRA Capital Cost Estimating Guidance
* Preliminary Construction Schedule
Timing of the selection of the final Complete Street aWnment may impact the proposed schedule. The project
team will work on all other elements of the plans independent of the selected complete street to promote
project efficiency with the goal of having bid ready plans by late fall of 2019.
At this time, weassurne no righlof-way acquisition tasks associated with a complete street alignment. If this
changes, additional effort will be required,
Task 6 Deliverables
• 30%Preliminiary Design Plans submittal with noted plan elements and sheets
Plan formatting:
• Plans will follow City of Kalispell Standards and will be in the State Plane Coordinate System
and the NAVD 88 projection.
• Plans will be submitted electronically to the City and FRA and will be suitable for printing at
half size on I I x 17- paper.
• Preliminary Cost Estimate In POF format
• Draft specifications outline and boilerplate sections in MS Word format
• Preliminary Construction Schedule in PDF format
