MEETING CALLED TO ORDER at 8:40 AM by Kisa Davison, Chair
MOTION: to approve the agenda dated August 4, 2020 and the minutes of July 7 by Jon Fetveit with
a second from Cara Lemire. Motion passed unanimously.
HEARING OF THE PUBLIC: Katharine King informed the board that a draft of the Valley Bank
parking lot RFP was being reviewed by the City Attorney and there is a hearing scheduled with the
City Council for September 14. She also updated the board on the EPA Brownsfield work currently
being completed at the old Agronomy Center on 4t" Ave. E. The storage tanks are being pulled this
week — 31 20,000 gallon tanks. The canopy is not part of the clean up so MWED will be have to pay
for the removal. The site is expected to be completed leaned up by mid - September. Land should
transfer in November. The 12t" St down 1 St Ave W to 18t" Street realignment should be done by mid -
October. The Kalispell trail should have the BN land transferred to the City by the end of September.
BUSINESS
Architectural Design Standards update — A & E Engineering was selected as the firm to be
awarded the contract. They have a great deal of relevant experience. The award should go to the
City Council next Tuesday. The boundary will be the first thing to be discussed and determined at a
meeting with A & E, the ARC (City Architectural Review Committee) and the BID.
Member Survey & Downtown developer mentor program — continued discussion: The survey
will be sent out this week. When they are returned Cara will organize the results and present to the
rest of the board. Cara and Marshall met with Jarrod Nygren, Planning Director for the City. Jarrod
concurs that it would be helpful to have a mentorship program. He is open to making some
information more available, possibly on the web page. The BID Board reviewed and likes the
Bozeman web page. Jarrod indicated that he would take a look at the Bozeman web page.
Review Annual Projects —The Board reviewed the projects listed for 2021 listed in the Budget
Letter to the City of Kalispell and have made progress or completed all of them. Exploring the
development of a digital program for visitors highlighting restaurants, retail and the downtown walking
guide has been researched by Kisa and more information will be presented at the next meeting or
sent via email. Cara will contact Diane Medler with the TBID and KCVB (Kalispell Convention and
Visitors Bureau) about a possible partnership with them.
Executive Coordinator Report: Pam mentioned that the Eagles Club had approached her with
regards to a possible Fagade Improvement. She encouraged them to follow through with an
application. Board members would like to reach out to downtown property owners to remind and
encourage grant applications for Fagade Improvements. Kisa offered to work with Insty Prints on a
postcard that could be mailed to BID property owners.
There are about 12 trees left to be replaced within the BID district. Pam will reach out to Fred with
the City to get a new map and will present the map to the board when received.
There is a need for another group to step up and hang the holiday decorations downtown this year.
Kisa indicated that her Booster Club would like to do it this year. The BID pays $2000 to hang and to
take down the lights.
A replacement assistant downtown ambassador has been hired through LC Staffing. Her name is
Jasmine Llano and she will work until the first part of October.
The Kalispell Chamber hired a new CEO. Loraine Clarno comes from Beaverton, Oregon Chamber
of Commerce and will begin the middle of October and taking over the leadership mid - November.
We should see some movement yet this fall with the Bike rack project. FVCC is doing the fabrication
and we hope to see at least one of the racks completed in October.
New Business: Kisa reported that the Busy Bee Dry Cleaners has been purchased. The buildings
are structurally fine and she will be working with the new owners. Pam Mower is putting the Whipps
Building on the market.
The board would like to hold a work session to discuss recruiting restaurants downtown. The First
Avenue Tap House is on the market, including the liquor license and Kalispell Bar and license also
remain on the market. The board would like to see a couple of fine dining locations downtown.
