RE: Conditions on Conditional use Permit I CU-20-05 to Consider
Greetings Kalispell City Council members,
If the City Council approves the Warming Center's request for a Conditional Use Permit:
As an adjacent property owner representing five separate tenants, over a dozen steady
occupants, and hundreds of patrons of those businesses; and 23-year Kalispell taxpayer, I
think it is reasonable to request some "Conditions" be placed on the facility's permit.
The Warming ng Center itself has convinced the Planning Board that they have high standards,
and will be good neighbors. My tenants and I expect that to be the case.
In the event there are problems with public safety or sanitation near our building, we think
it is reasonable to expect quick resolution. If problems persist, we think it is reasonable for
the City to have the option to revoke the Special Use Permit. That will ensure that the
Warming g Center's high standards are maintained. If the Warming i n g Center is confident of the
operating model they have testified to, they should be very wilEmg to formally agree to this
Condition.
With this reasonable level of protection, we can go forward with mutual understanding that
our tenants and patrons are in no way inconvenienced or threatened; and with sincere best
wishes for the success of all.

RE: File #KZTA-20-01 and File #ICU-20-059 voting scheduled for 11/2/2020
Dear City Council Members,
This letter is regarding the proposal to amend the zoning and/or add approval for a conditional
use permit for 889 North Meridian Rd to be used as a homeless/warming shelter.
As the property manager for the strip mall just to the south (759,763,771,767 and 775 N Meridian
Rd) I have great concern. I have managed this location for over a decade and have had continuous
issues with loitering behind the building. There have also been several reported issues with
vagrants approaching the employees at these businesses, both inside and inside of their units. We
feel we may f rally have this fairly well under control, but this proposal for a homeless/warming
shelter threatens to set us back further than ever.
With the submission of their proposal, did they provide a solid plan to police this area that
includes the neighboring and nearby properties? One that would be effective and wouldn't
increase the expenses (including taxes) for the residents and property owners? I feel it becomes
the City's responsibility to address these concerns and to find a `do no harm' solution to protect
the small business owners and property owners if these proposals pass.
I am very concerned for my tenants and the wellbeing of their businesses. They are all small,
local businesses that have plenty of struggles without adding yet another obstacle. The same is
true for the others nearby and across the road.
A homeless/warming shelter will also make it more difficult to re -let the units as they come
vacant, consequently lowering the future income potential, rentability, and resale value of this and
other nearby properties.
Though I understand and agree with there being a need for homeless/warming shelters, this is
quite far from being an ideal location.
The requests in File #KZTA-20-01 and File #ICU-20-05 have great potential to do more harm
than good at this particular location and should not be approved.
