SUBJECT: Appointment to the Tourism Business Improvement District Board
MEETING DATE: November 2, 2020
BACKGROUND: The Tourism Business Improvement District was originally created in 2010
with Resolution 5425 with the regulations of the District created with Ordinance 1675. In 2019,
Resolution 5954 was passed renewing the TBID for an additional 10 years beginning July 1,
2020. Ordinance 1833 was then passed to establish the regulations for the new TBID.
The District is governed by a Board of Trustees to which the Mayor, with the approval of the City
Council, appoints seven members of property within the district. After initial appointment,
members are appointed for a term of office of 4 years.
Janet Clark with the Kalispell Grand Hotel held the board position representing a small category
property. She has been an integral part of the TBID board since its inception in 2010 serving as
Chair, Vice -Chair and Treasurer, some positions more than once. Janet Clark has retired from the
board as the Clark's have sold the Kalispell Grand Hotel to Iconic Properties, LLC. Noelle Barr,
the new co-owner and operator of the Kalispell Grand Hotel has applied for the newly vacant
position on the board. No other applications were received.
RECOMMENDATION: Mayor Johnson offer a recommendation to appoint Noelle Barr to
the Tourism Business Improvement District with a term expiring April 30, 2021. Council can then
follow with a motion to accept the recommendation and confirm the appointment.

Our family company, Iconic Properties, LLC recently purchased the historic Kalispell
Grand Hotel. My husband John and I love Montana, Kalispell, and historic architecture.
We are excited about getting involved with Kalispell and contributing to this community,
especially the redevelopment of downtown. I would like to serve on this board to meet
other interested and involved business operators in the community.
Detail any education, knowledge, or experience you have which would be beneficial to this board, committee
or commission:
I am a former accountant and worked as a Manager at Arthur Anderson, LLP in the audit
of public companies. Subsequently, I served as the Controller of a $1 billion private
equity fund, SCF Partners, LLP. Our family companies have been involved in real estate
investments for decades, including historic properties.
