order and welcomed Board and City Staff.

Bill moved to accept the June meeting minutes, Jeff 2nd, passed unanimously.
TIF & TEDD
South Kalispell Traffic Project: LHC is progressing on the South Kalispell Traffic Project. Work is complete on
12t" Street West except for landscaping. The parking lots on 1st Street West are ready for concrete curbs then
asphalt paving. Sidewalks on Airport Road are prepared from the north to south, almost to end of project at
Rankin School and ready for concrete. Next work will move to 18t" Street West.
Downtown: City Staff have drafted a Request for Proposals (RFP) for re -development of the "Valley Bank Lot"
at the corner of Main Street and 3rd Street West. The draft RFP was reviewed by City Council at the September
14t" work session. An appraisal will be ordered for the parcel and once that information is available the RFP
will be finalized and published.
Kalispell Trail Design/TIGER/Kalispell Core & Rail Redevelopment: The Federal Railroad Administration (FRA)
issued a Finding of No Significant Impact (FONSI) on the Trail Project Supplemental Environmental Assessment
(SEA) and at the September 8t" meeting City Council selected 1st Avenue West North be constructed as the
north -south complete street required by the TIGER grant. Design and engineering for the project can now
move forward to 60% and then 90% for FRA review. The City and BNSF continue to work toward finalization of
the right-of-way sale with the completion of an appraisal. Expect the project to go out for bids December
2020-January 2021 with construction to begin spring 2021. Additionally, the City is working on a locomotive
swap where Kalispell will be given an historically accurate Great Northern train engine in exchange for the one
originally provided by Mission Mountain Rail. The exchange is expected in November.
Old School Station: Since taking ownership of six lots at Old School Station the City has sold two. Interest
continues from potential buyers for the remaining lots.
BROWNFIELDS
The City utilized USEPA Brownfields Assessment grant funds at the former CHS Agronomy Center site at 55 4tn
Avenue East North at the northwest fueling station. The work included a phase II environmental site
assessment, removal of fuel station canopy, fuel pumps, two underground storage tanks and associated
piping. Laboratory results are expected soon. Due to the size and scope of the Agronomy Center project and
the limited Brownfields grant funding, an EPA Technical Brownfields Assistance grant was used for additional
work at the northeast corner of the property. In this area another phase II was completed, and three 20,000-
gallon underground fuel storage tanks removed along with fuel pumps and piping. Laboratory results are
expected in the coming weeks. Flathead County Economic Development Authority is currently conducting
environmental remediation at the remaining structure and then will demolish the building. The property is
under contract for sale.
The City continues to work with FCEDA toward a brownfield clean up loan for the former CHS Grain Elevator
site. An update of the historic record for the property has been completed and next steps include the
development of an Analysis of Brownfields Cleanup Alternatives and then a 30-day public comment period.
The property is available for sale.
