Council Minutes — September 8, 2020 Public Comment Mayor Johnson opened public comment on the consent agenda. Seeing none, he closed public comment. Budget Amendment — Bridge and Road Safety and Accountability Act Council will accept comments regarding the intent to amend the 2020 Bridge and Road Safety and Accountability Act Special Revenue Fund Budget. Mayor Johnson opened the public hearing and called for public comment. Seeing that no one had indicated through the online platform that they wished to provide comment, Mayor Johnson closed the public hearing. 2. Budget Amendment — Community Development Miscellaneous Fund Council will accept comments regarding the intent to amend the 2020 Community Development Miscellaneous Special Revenue Fund Budget. REPORTS RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION 1. Silverbrook Phase 2A-B Final Plat and Subdivision Improvement Agreement This item considers final plat approval from WGM Group, on behalf of Silvermont Properties, LLLP, for a 1-lot commercial subdivision on 2.72 acres at the north end of Silverbrook, abutting Church Drive. Ordinance 1848 — Prohibiting the Feeding and Abandonment of Animals in City Parks Page 3 of 6 Kalispell City Council Minutes, September 21, 2020 This ordinance would prohibit the feeding of fowl and the abandonment of domestic animals in City parks and provide a civil penalty for infraction. City Manager Russell provided background regarding previous meeting discussions on this item. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell provided the following report: • Work Session schedule for September 28, 2020 — Accessory Dwelling Units and Legislative Priorities • Mr. Russell will be meeting with City Managers across the state this week to discuss legislative priorities and discuss collaboration with other municipalities and the League of Cities and Towns as it relates to legislative priorities for the upcoming session. Councilor Waterman then spoke regarding how tirelessly employees of the Health Department have been working through this pandemic and provided his thanks. He also thanked other frontline workers for their dedication and efforts as we continue to deal with the COVID-19 pandemic. Councilor Waterman thanked city staff for their ongoing efforts to provide online meetings in which the public can participate. 07:46:00 PM (00:46:00) Councilor Kluesner asked a question of Councilor Waterman regarding restrictions related to COVID-19. 07:46:35 PM (00:46:35) Councilor Waterman spoke to Councilor Kluesner's questions regarding the current COVID-19 spike in cases. 07:48:39 PM 00:48:39 Councilor Daoud thanked the Flathead City -County Health Department for their personal touch and professionalism during a recent experience.
