P A KALISPEL.Th, City Hall Council Chambers, 201 First Avenue East This meeting was conducted via video conferencing to provide an environment that complied with the Governor's Phase II COVID-19 Directive. CALL TO ORDER Mayor Johnson called the meeting to order at 7 p.m. MEMBERS PRESENT Mayor Mark Johnson was present in Council Chambers and the following Council Members were present via online video: Sandy Carlson, Sid Daoud, Kari Gabriel, Chad Graham, Ryan Hunter, Tim Kluesner, Sam Nunnelly, and Kyle Waterman. Staff present within Council Chambers included City Manager Doug Russell, Deputy City Clerk Judi Funk, Development Services Director Jarod Nygren, Community and Economic Development Assistant Katharine King, and Information Technology Director Erika Billiet. Public Comment System Test Information Technology Director Erika Billiet raised her virtual hand within the Zoom webinar platform and provided comments as a test showing how the public can join the meeting, indicate they would like to speak, and provide their comments. B. DISCUSSION ITEMS 1. Request for Proposals for Valley Bank Lot m 4P m a City Manager Doug Russell provided background information on this item. Development Services Director Jarod Nygren provided the staff presentation on this item. Council began questions for staff and discussion. C. PUBLIC COMMENT Mayor Johnson opened public comment asking that participants raise their virtual hand to indicate they would like to provide public comment. 00:59:05 Cassidy Kinn, Public Comment Ms. Kipp with Community Action Partnership at 214 Main Street spoke regarding the Valley Bank Lot under discussion which is on the same downtown block as Community Action Partnership. She indicated that they have 47 employees that park in that parking lot and serve many low income and disabled community members that also use that lot for parking. They feel the lot is a valuable resource for parking for their business. She spoke regarding the lack of disabled parking in the downtown area and indicated the loss of that parking lot would decrease that further. D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS City Manager Doug Russell reported that the draft agenda for the work session on the 281h includes discussion on the Council's Legislative Platform for the upcoming session. Mr. Russell will be attending a City Manager meeting next week and will also assimilate information regarding what other cities across the state, and the Montana League of Cities and Towns are looking at for priorities. 01:03:33 Councilor Hunter spoke regarding Affordable Housing and the desire to discuss at an upcoming work session the possibility of relaxed zoning requirements regarding Accessory Dwelling Units. 01:05:01 Councilor Daoud spoke regarding his family's personal experiences with Flathead County's COVID-19 quarantine system saying he appreciates the system in place. Councilor Daoud also said he has been reaching out to people within his ward to see if there is interest in an outdoor ward meeting for people to talk about ward concerns.
