Alta Scope of Work Phase 1 - Phase 2Scope of Work
The following represents an overall approach based on our current understanding of the project. This scope of
work initiates the project and progresses the overall work through conceptual design, At that point a more clear
picture of the final project will be known and scoping can begin for the construction documentation,
maintenance plan, and other phases of work.
Phase 1
Task 1: Project Management
1.1 General Project Management
This task includes general project management activities such as internal coordination, project schedule
management and invoicing responsibilities. Alta utilizes, Deltek Vision software for effective schedule, budget
and workload planning activities.
1.2 City Team Coordination
Throughout the planning process, regular contact must be maintained with City of Kalispell Staff. Day-to-day
project management will be conducted by Mary Stewart from Alta's Portland office with contributions from
Atta's, Bozeman office and KLJ. Doing so will maintain continuity, keep all parties apprised of the project effort,
and streamline input at key decision points. Project management may include, face-to-face meetings, e-maits,
conference calls,/web meetings, and written documents. Key City Staff (as needed) will be copied on all relevant
emaRs, reports, project updates and meeting minutes. They will also be included in project meetings. ALL
reports, memoranda, mapping and deliverables will be submitted and distributed in electronic format whenever
possible in an effort to promote sustainabiLity goals throughout the project. We anticipate approximately
weekly phone and in -person meetings with various city staff throughout the duration of Phase 1.
1.3 Trail Crew Meetings,
We understand that the Trait Crew, an approximately 22 person group made up of project stakeholders and
organizational representatives, will serve as an advisory group to the development of the Kalispell Trait and
Complete Street project, We anticipate holding monthly meetings with the Trait Crew. The first meeting will
occur early in the Deep Dive and introduce the entire project team, review the scope of work and orient the
group on how to participate in the Deep Dive activities. Subsequent meetings during this initial phase will have
in -person representation from KU with Alta staff attending virtually.
• Monthly invoices, general project management activities, correspondence, etc
• Formal and informal meetings with various key city staff (weekly - assume 12 in Phase 1)
• Trait Crew meetings (monthly - assume 3 in Phase 1)
Task 2: PubLic Involvement / Deep Dive
This task involves project team support to the City for general public involvement activities as well as
organization and execution of the project Deep Dive.

We understand that the City will lead the bulk of the public messaging, media and public meetings outside of
the Deep Dive week. Our team has budgeted a support effort to assist the City in the following ways.
• Website materials
• Content assistance for informational releases via city/project websites, email Lists, aind/or social media
platforms
• Interviews, with local media
• Support City Staff with, presentation materials for additional informational meetings such, as:
* Elks, Rotary, Lion's Clubs,
* Chamber and Downtown Association events
2.2 Attendance at Local Events
KU1 staff will attend up to five (5) additional local public meetings, which will seek additional public
consultation with the various, segments of the project. Alta/KU staff will create project display materials if
needed for each: meeting. Meetings will Leverage existing publicly attended events, to maximize participation
and to reach members of the community who normally would not attend a Project specific meeting. Events may
include:
• Tuesday night and Wednesday afternoon "Music in the Park" events
® Thursday night festivals
• Chamber's, monthly meeting.
The, Deep Dive will be a pivotal component to the project. In this week of activities, we anticipate an immersive
experience for the project team, key stakeholders, and the community. Activities associated with preparing for
this task include, but are not Limited to:
• Secure meeting venues
• Coordinate with railroad / secure permit
• Finalize schedule,
• Organize meetings with key stakeholders
• Prepare meeting materials (base maps, meeting supplies, etc)
• Coordination with City Staff
• Finalize travel logistics
2.4 Deep Dive Week
This task involves the direct execution of the week's activities as well as follow up work needed before
proceeding into Concept Design (Task 4).
Task 2 Deliverables
• Project informational materials and graphics as needed for supporting City's messaging and
informational efforts.
• Attendance by KU staff at up, to five (5) Local events to provide information and seek public feedback on
initial designs.
• Preparatiion for Deep Dive Activities
• Attendance at Deep Dive for up to four (4) Alta staff and, up to two, (2) KLJ1 Staff

Per KU Qolicy;
Any Coordinate Systems used as part of this project shalt reference the respective NAD83 state plane for the
location of the project. No Assumed Datum,(s) wilt be accepted. ALL coordinate data and measurements shad be
expressed in the agreed upon project units and wilt default to I nternationat foot per Montana Statue.is, to be
used. A statement of accuracy or a control report must be accompanied by any data to notify KU of the accuracy
and method in which the data was acquired and processed,

KU survey crews wilt collect monuments, accessories, tines of occupation, and other physical evidence of the railroad
Rights-of-Way(ROW) and parcels adjacent to the project corridor. We wilt document a description of what was
collected in the field such as reference ties of PLSS corners, meander corners, fence Lines and the processes used to
determine the position of each final corner. This survey would also include the reconnaissance, field location and
tie-in of existing property boundary corners of any parcels adjacent to the proposed corridor,
A Professional Land Surveyor or senior staff member will conduct the research at the County Clerk and Recorder,
Assessor's, City Engineers office for supporting field data such as deeds, easements, certificates of surveys, corner
ties, field notes, plats, hiighway and right-of-way plans, to accurateLy depict ownership boundaries. Calculations of lost
or obliterated corners will be completed by a Professional Land Surveyor, KU wilt prepare and file all section; corner
records, as, required by state statute, with the proper County Recorder and provide a copy to the client. Boundaries
wit[ be drawn in an, AuitoCAD Civil 3,D 2015 or newer' base -map for the project use.
3.2.3 Fieldwork
Field recovery/verification of section corners, Railroad ROW monuments, and property corners,
Set any section corners that are Lost or obliterated.
Collect field ties for the section corner records.

3.2.4 Office Work
• Prepare field calculations and County Courthouse research,
• Prepare section corner record for the County Clerk and Recorder's Office(if al

3.3 Topographic Survey
3.3.1 Conventional Topographic Survey
KU will conduct ground topographic location surveys, which include a Location survey of pertinent ground features
and facilities which might affect the trait design, These features include brush, fences, sloughs, rivers, field Lines,
drainage areas, roads, traits and readily apparent buried water lines, gas lines, storm and sanitary sewers, and
electrical distribution Lines, utilities,, etc. Miscellaneous surveys to collect data for crossing permitting such as railroad
and highway milepost marker locations will be conducted. ALL locations to be provided in a plan view base -map for
use in AuitoCAD. Also color digital imagery 200 feet on either side proposed ROW for use in the AutoCAD plan view
will be clipped from the most recent available aerial imagery..
o Collect any available and apparent obstructions which may affect design within the railroad ROW and 100
feet on both sides of the ROW.
e Collect locations and heights of any aerial obstructions, listed including railroad crossings, Ihiiglhway crossings,,
pipeline crossings buildings, grain bins, street Lights, windmills, pivot irrigation systems, trees and overhead
electric facilities within 5lO feet of the proposed trait.
0 Collect overhead! electric and communication Lines, tiles to adjacent supporting structures, with elevations at
ground and heights. Collect weather data, date and time for proper modeling of the electrical system for
utility coordination,
3l.3.2 UAV Aerial Mapping
The following aerial mapping specifications are proposed based on project need and project parameters need for
design.
The collection of the aerial mapping data and final product will utilize UAW technology and be based on meeting or
exceeding the requirements of ASPRS Class I accuracy standards for 1" = 100' scale mapping and 1' contours. Aerial
Photos will be collected, simultaneously, centered on the proposedi centerline.
Ground control will be laid out on site by KU to aid in this coRection. Pricing for the scope iteim includes providing
the aerial targets and collection of GP S base data if needed. Heights of aerial overhead facilities would need to be
collected on the ground Iby KU as well as any underground facilities.
AssurripAilons
• All landowners, will be, notified prior to KU beginning field surveys by Owner.
• Only ROW monuments and adjacent parcels recovery is included in this scope. If more research and field
work beyond this is required to establish ROW boundary it will, be considered an out of scope item..
• Aerial collection to be completed as part of the initial survey and used as a supplement to the ground
survey.
• Collection, of ROW and parcel boundary monuments.
• AutoCAD 2015 or newer base map file of ROW and parcel boundaries.
• All additional research material collected.
• Provide survey points, in a colmima dellimited format for AutoCAD, using Description, X coordinate,
coordinate, Z value, Feature Code format.

Task 4: ConceptuaL Design
This task takes the outcomes and information gathered from the Deep Dive week to create an approximate 20
percent design for the trail corridor.
4.1 Preferred Concept
The preferred concept wit[ be a coLLaiboration between the project team, City Staff and the, Trait Crew (second
meeting). Following the Deep Dive, the groups will meet to review what was Learned, contributed, and heard as
well as review the various design sketches, and other graphics created during the Deep Dive. Alta wM modify
and/or create new graphics to accurately depict the preferred concept in vignette form, depicting several of the,
unique characters, and varying design philosophies of the trail segments,. The preferred concept will enhance
the community character into surrounding contexts and will also create Linkages between it and key community
destinations such as the future library, Kalispell Center Mialt, Depot Park, Woodland Park, etc.
4.2 Kalispell Trait Branding and Identity
Alta's experience working on other trail projects nationwide has given us a keen understanding of thie impact of
a strong trail design and the important rote that branding plays. The process of developing a trait brand and
identity will help focus the desigin process and ultimately promote recognition and stimulate development. We
understand the need to get to the root of what stakeholders, such as the Trait Crew, City Staff, visitors, and the
community envision. Our process iis organized to synthesize thiis feedback and translate it into design. Our
five -step process includes:
Define: Alta will, provide a branding questionnaire to the City to giuide the brand development process.
The branding questionnaire will help define goats and target audiences, and what success looks Uke for
the project.
Discover. Based on input from the branding questionnaire, Alta will prepare visual. style concepts or
.mood boards" to develop a base for the b,rand), or brand platform. These mood boards will be used) to
giather the City's feedback on which visual style preferences (such as colors, imagery, layout, and
typography), are appealing and aligned with the vision for the future of the Kalispell Trait brand. We
have found -these boards to be a useful tool in helping clients identify their visual style or overall, "Look
and feet" preferences and articulate what design eLemients contribute to, that preference. Once the City
approves a visual style concept direction from the mood board, Alta will begin the next stage: Design,
Design-, What does the logo Look like? What are its colors, typography, and visual etements? During the
next two creative concept stages, Alta will explore and refine options for Logo design. Based on
feedback from thie mood boards .and branding questionnaire, Alta witt develop three logo design
concepts with, the approved name for the City's consideration. The concepts wit[ represent a range of
distinct design directions, The City will seLect one design concept for further development, and will
supply consolidated feedback and clear direction for refinement.
Refine: Based on the City's feedback, Alta wit[ refine the selected logo design concept and will present
options for colors. The City wit[ setect a color palette and, if needed, Alta witi. present one final round of
logo refinements,
Implement: Alta MU provide a full suite of Logos (btack-and-white, spot PMS color, and futt color CMYK
versions), and will deliver finat files in a variety of formats and sizes suiitable for both print and web use
(incLudiing JPG, EPS, TIF, and PDF)i,
4.3 Complete Street Alternatives Analysis

Based on our project survey as well as interaction with property owners/managers, and the public during the
Deep Dive, we will prepare a brief report summarizing the strengths and weaknesses of the three complete,
street corridors. Alta will work with City Staff to determine a series of meaningful criteria to compare the
alignments with, such as impacts to existing properties, support of property owners, benefits to overall
transportation network and potential to catalyze new development. Depending on City preference, this reiport
may or may not include a recommendation for a preferred complete street.

The intent of the 20 percent design is to reach a consensus surroundings the overall project direction and inform
the 20% coast estimate in Task 4.5, The prefered concept will provide direction for the trait's aesthetics and
amenities, additional engineering detail will be provided in Phase 2 (PS&E) . The 20%, Corridor Design: will be
completed with AutoCAD software and will incorporate the project base mapping (including survey). Trait
alignment, connection points, crossings, and other design elements will be dimensionally included and will
serve the basis of the cost estimate.
Alta will provide a colorized 2-D rendering of the 20% Corridor Design to make the trait corridor and its
proposed features easier to digest for the public, media, and elected officials. This rendering will be in the form
of a scroll plot rather than a series of design sheets,
KU will prepare a 20% cost estimate with the purpose of providing an order of magnitude engineer's opinion of
cost for purposes of scoping the subsequent phases, of work. Here the City will be given information relating the
Concept Design to actual dollars needed to realize that design. We will organize the estimate so that core
elements of the trait, such as its concrete structure, can be separated from amenities and other activated spaces
so that these elements can be budgeted for separately, phased, or used for fundraising purposes. This task will
conclude with a review meeting with City Staff and following that, a formal presentation to the Trait Crew
(meeting #3).
Task 4 Deliverables
• Preferred Concept in the form of graphic vignettes, 3-D perspectives, sketches and other giraphics
• Summary Preferred Concept PowerPoint presentation for use by City in various briefing meetings
• Branding and Identify concepts for signage family, amenities, and design details (to be integrated into
Preferred Concept graphics in addition to report with, standalone graphics)
• Draft and final Logo fair print and web use (black -and -white, spot, and process color; JPG, .EPS, JIF, and
,PDF format)
• 20% Corridor Design including:
o Layout sheets in CAD
o Scroll plot of 2-D cotorized rendering
20% cost estimate
20% design study incorporating above deliverables into a report format.

Task 5: PLans Specification & Estimate (PS&E)
Upon approval of the community -preferred Corridor Design, the City and Alta will begin negotiations for the
next phase of the project including Plans, Specifications, and Estimates (PS&E). The City anticipates direct
negotiations with the Alta Team for PS&E for the projects identified in this contract pending the successful
