CITY HALL — FIRST FLOOR CONFERENCE ROOM MEMBERS IN ATTENDANCE OTHERS IN ATTENDANCE Marc Rold Brad Wright, Community Member Shannon Freix Jarod Nygren, Development Services Director Bill Goodman Krista Lammers, Development Services Chairman Rold called the meeting to order and welcomed the community member, Board and City Staff. PUBLIC COMMENT Mr. Wright stated he would provide comment after the update on the TIGER Project. APPROVAL OF MEETING SUMMARY Shannon moved to accept the January, March and April meeting minutes with the change to the March minutes, Bill 2ndfor May minutes, passed unanimously. TIF & TEDD South Kalispell Traffic Project: LHC will mobilize for the South Kalispell Traffic Project next Monday, June 22nd Downtown Parking: City Staff attended Kalispell Downtown Association and Kalispell Business Improvement District meetings to talk about the Downtown Parking Plan. City Staff will provide an update on the parking plan to the Parking Advisory Committee tomorrow, June 181". Comment to date has been that the intention of a request for proposal for development of the downtown city lot should be available for at least three months and possibly up to six months. Kalispell Trail Design/TIGER/Kalispell Core & Rail Redevelopment: The Federal Railroad Administration advised a possible June 121" receipt of the Supplemental Environmental Assessment and summarization of public comments and likely FONSI, neither received to date. If received in the by tomorrow, a June 22nd City Council work session will be scheduled. A call with BNSF is scheduled for June 22nd to discuss the rail line acquisition agreement. Public Comment: Brad Wright inquired about the public comment summarization and FONSI issuance by the Federal Railroad Administration. He stated that he submitted public comment on the Supplemental Environmental Assessment on November 12, 2019, after the Urban Renewal Agency Board's November 5, 2019 recommendation of I" Avenue West North as the street connector for the TIGER Project. He read from Montana Code Annotated regarding public comment and referenced the Rails to Trails public comment and Kim Morisaki's public comment regarding the street connector. He stated that he is troubled that the Board has not abided by Montana law regarding public comment. City Staff recommended Mr. Wright contact the FRA regarding the public comment summarization and FONSI. Staff clarified that the November 5, 2019 recommendation was public comment provided by the URA Board during the 30-day Supplemental Environmental Assessment public comment period. As well as suggested that Mr. Wright provide public comment to City Council. Chairman Rold stated he was glad Mr. Wright brought his concerns to the Board. Old School Station: One statement of qualifications was received for a qualified professional service provider to provide real estate marketing services for the sale of the remaining Old School Station lots. The City will check to ensure lots are listed on the Multiple Listing Service. BROWNFIELDS CHS Agronomy Center tank removal will begin next week. Due to the size and scope of the Agronomy Center project and the limited Brownfields grant funding, an EPA Technical Brownfields Assistance application has been submitted for the removal of tanks in the northeast corner of the property. Flathead County Economic Development Authority will apply for City Brownfields Revolving Loan Fund dollars for cleanup work on the site.
