Through design plans submission, KU thoroughly analyzed the design and plans submitted by LHC. KU has determined the substitute gravity block wall does meet the design intent of the original design. During the design phase of the Glacier Rail Park, our team considered several retaining wall options including a gravity block wall. Our concern was not only with the stability of the wall but the overall slope stability of the hillside. Overall, the gravity block wall will require additional excavation of the hillside. During construction slopes will exceed maximum recommended finish slope as recommended in the in the geotechnical report. LHC and its consultants mitigated these major concerns by limiting the steepness of the slope, and the amount of area and time that the slopes are exposed during construction. LHC has provided sufficient documentation to demonstrate that wall design and slope stability are within acceptable industry standards. It is the City's decision to accept or deny this substation. If the City of Kalispell accepts this alternate design, there will be credit back to the City in the amount of 249,894. If the City of Kalispell chooses to proceed with the LHC gravity block wall design, LHC will take full responsibility for the construction and design of the wall and overall slope stability.
