A RESOLUTION APPROVING THE SELECTION OF A STREET CONNECTOR AT 1ST
AVENUE WEST NORTH IN KALISPELL TO MEET THE REQUIREMENTS OF THE
USDOT TIGER GRANT AWARDED TO THE CITY IN 2015.
WHEREAS, the City of Kalispell was awarded a USDOT TIGER grant in 2015 for the purpose
of building a new industrial rail park at the former McElroy and Wilken gravel pit
site, construction of a linear trail/park along the BNSF right-of-way, and a new
north -south complete street connection; and
WHEREAS, the Federal Rail Administration [FRA] has issued a Finding of No Significant
Impact [FONSI] for the Glacier Rail Park/Kalispell Core Area Development and
Trail Project — Modifications to Phase II, and allowing for the selection of a north -
south street connector; and
WHEREAS, the FONSI finds that the construction of a north -south connector at 1 st Avenue
WN, 3rd Avenue WN, and/or 4th Avenue WN are all viable options for the city to
consider; and
WHEREAS, the benefits of choosing one of these named connections include an increase in
accessibility and connectivity to the development in the US 2/US 93 area, as well
as the underdeveloped and undeveloped lots north of the railroad corridor; and
WHEREAS, after the FRA and the City made the draft Supplemental Environmental Assessment
[SEA] available for a 30-day formal public comment period as required by the
National Environmental Policy Act (NEPA) and FRA's NEPA implementing
procedures, the city further solicited public input at advertised open house events,
community events, and presentations to community groups after which public
comments were received orally and by telephone, email, and letters and the 1st
Avenue WN street connector alternative garnered the most public support; and
WHEREAS, the selection of the 1 st Avenue West North connection alternative will require no
change to the TIGER Project budget.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. That the street connection alternative at 1 st Avenue West North shall be and
is hereby selected to be implemented to meet the requirements of the
USDOT TIGER grant awarded to the city in 2015.

THE CITY OF KALISPELL, THIS 8TH DAY OF SEPTEMBER, 2020.
