Budget Amendments for FY2020

BACKGROUND: A public hearing is necessary prior to amending the City's fiscal year
2020 budget for the following fund.
The Bridge and Road Safety and Accountability Act (BaRSAA) special revenue fund budget
exceeded authority by $202,386. The fiscal year 2020 budget should have included an
appropriate carryover amount of $320,331 for this fund. The omission of this carryover resulted
in this amendment of $202,386 being necessary.
RECOMMENDATION: It is recommended that the Kalispell City Council adopt Resolution
5996, a resolution of intent calling for a public hearing to amend
the bridge and road safety and accountability act special revenue
fund budget of the City of Kalispell, Montana, as set forth in the
2019-2020 budget adopted by the City Council.
FISCAL IMPACT: $2025386 FY20 budget amendment for fund 2421.
ALTERNATIVES: Decline budget amendment request.

RESOLUTION NO. 5996
A RESOLUTION OF INTENT CALLING FOR A PUBLIC HEARING TO AMEND THE
BRIDGE AND ROAD SAFETY AND ACCOUNTABILITY ACT SPECIAL REVENUE
FUND BUDGET OF THE CITY OF KALISPELL, MONTANA, AS SET FORTH IN THE
2019-2020 BUDGET ADOPTED BY THE CITY COUNCIL.
WHEREAS, in the budget adopted by the City of Kalispell for the 2019-2020 fiscal year, certain
detailed and itemized estimates of expenditures of the Bridge and Road Safety and
Accountability Act (BaRSAA) were not included at the time of adoption.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. On the 21st day of September, 2020 at 7:00 o'clock P.M., in the Council
Chambers, City Hall, 201 1st Avenue East, Kalispell, Montana, the City
Council of the City of Kalispell shall hold a Public Hearing on the following
amendment to the 2019-2020 fiscal budget:
Bridge and Road Safety and Accountability Act Fund
Pavement Maint. 2421-421-430240-354 $202,386
For the purpose of paying pavement maintenance cost originally approved
but not used in fiscal year 2019. This amendment will correct the omission
of a carryforward appropriation in the fiscal year 2020 budget.
SECTION 2. That notice of the passage of this resolution shall be published pursuant to
Section 7-1-4127, MCA.

PROGRAM DESCRIPTION
The Bridge and Road Safety and Accountability Act (1 B473) was enacted on May 3, 2017. This bill increased the tax on gasoline to
31.5 cents (from 27 cents) in fiscal years 2018 and 2019; to 32 cents in fiscal years 2020 and 2021; to 32.5 cents in fiscal year 2022;
and 33 cents in fiscal year 2023 and thereafter. A corresponding 2 cent per gallon increase (to 29.75 cents) was placed on diesel fuel
over the same fiscal years. Any of these new tax funds requested require a local 5% match ($1 for every $20 requested), and must
be used along with the matching funds for construction, reconstruction, maintenance, or repair of rural roads, city or town streets and
alleys, or bridges.
