CALL TO ORDER Mayor Mark Johnson called the meeting to order at 7 p.m. B. If a council member desires to discuss an item separately, the item can be removed from the consent agenda by motion. Council Minutes — July 6, 2020 2. Ordinance 1844 — Second Reading — Colton Lee Communities Zoning This ordinance would provide initial zoning of B-2 (General Business) at 216 Hutton Ranch Road. 3. Confirmation of Police Officer Dustin Willey Dustin Willey has completed his probationary period with the Kalispell Police Department and Council confirmation is requested. Mayor Johnson opened public comment on the consent agenda. Seeing none, he closed public comment. Motion and Vote to approve the consent agenda as submitted. Police Chief Doug Overman introduced Officer Dustin Willey providing a background on Officer Willey and saying how pleased he is to have him on board. 07:03:36 PM (00:04:39) Mayor Mark Johnson pinned the badge of office to the uniform of newly confirmed Police Officer Dustin Willey. 07:04:14 PM (00:05:16) Officer Willey provided a few words about his service for the City of Kalispell. F. COMMITTEE REPORTS — None. G. PUBLIC COMMENT Persons wishing to address the council on any issue not on the agenda are asked to do so at this time. Please see the last page of the agenda for the proper manner of addressing the council. Please limit comments to three minutes. The Mayor opened general public comment. Susan Ossit, Public Comment Ms. Ossit of 1204 2nd Avenue West, spoke in frustration regarding the landscaping and a 100 year -old tree that has been removed or is planned for removal in the public right-of-way in front of her home due to a construction project to install sidewalks near the High School. She asked Council to intervene on behalf of the tree. Justin Jaorski, Public Comment Mr. Jaorski spoke in support of Ms. Ossit's statements. Shelley Strowe, Public Comment Ms. Strowe spoke regarding her perceptions at the protest that occurred at Depot Park on June 6, 2020, saying the protesters treated those with weapons badly, and spoke regarding her negative opinion of Love Lives Here. 07:13:49 PM (00:14:51) David Simillon, Public Comment Mr. Simillon said he agrees with the comments made by the previous speaker and asked the Council to look at the funding behind Love Lives Here. He then spoke regarding his perceptions at the protest that occurred at Depot Park on June 6, 2020, and his political views. 07:15:21 PM (00:16:24) Xena Benedetto, Public Comment Ms. Benedetto spoke regarding the value of trees and supported the comments made by all the previous speakers. Seeing no further public comment, Mayor Johnson closed public comment. H. REPORTS, RECOMMENDATIONS, AND SUBSEQUENT COUNCIL ACTION Persons wishing to address the council on individual agenda items will be asked to do so following staff reports. Please see the last page of the agenda for the proper manner of addressing the council. Please limit comments to three minutes. 1. Flathead Valley Hockey Association Memorandum of Understanding City Council will consider approving the proposed MOU with the Flathead Valley Hockey Association for the continued operation of the Woodland Park Ice Rink. City Manager Russell introduced this topic. Parks and Recreation Director Chad Fincher provided additional detail regarding the items that have been modified since the original MOU. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Russell provided the following report: • The County Commission will hold a public hearing Tuesday, July 21, 2020, regarding whether or not to add a 911 Special District to the ballot. • Topics to be discussed during the July 27, 2020 work session meeting: (possibly) Core Area Street Connector, and Trail Tunnel Art Project. 07:24:48 PM (00:25:51 Councilor Nunnally spoke as a member of the Flathead County Fair Board saying they are working diligently with the health board to make sure they can do the best they can at the fair. He then thanked Chief Overman saying that Officer Daine aided in training the Sheriff's Posse and Search and Rescue at the County Fair over the past weekend. 07:25:29 PM (00:26:31) Councilor Waterman offered an update from the City -County Health Board saying they are very interested in watching what is happening with the fair and is working with the Fair. He also explained that Health Officer Hillary Hansen has moved to another job and a search is underway for her replacement. Her interim replacement is Tamalee St. James Robinson who has been the Chair of the Health Board and has previous experience being a health officer in Billings. 07:26:35 PM (00:27:38) Mayor Johnson provided the following report. • Reminder to provide testimony to the County Commissioners at their meeting tomorrow at 11 a.m. to discuss placing a 911 Special District on the ballot. • Mayor Johnson reaffirmed the position of the Mayor and the Council regarding their support for the Police Department and department funding and reaffirming their support for the rights within the Constitution. • Mayor Johnson spoke regarding the Governor's Directive regarding the use of masks Page 4 of 5 Kalispell City Council Minutes, July 20, 2020 J.
