EQ Project Recommend ConsultantCITYOF KALISPELL TO: Doug Russell, City Manager FROM: Susie Turner, P.E., Public Works Director SUBJECT: WWTP Equalization Basin Project Professional Service Recommendation MEETING DATE: July 6, 2020 BACKGROUND: Public Works has planned and allocated funds to procure a qualified firm to provide professional engineering services including analysis, design, and construction engineering for constructing one 75-FT diameter tank which provides 395,000 gallons of additional equalization basin storage. Design of the 75-FT diameter EQ tank will include considerations for future conversion to a primary clarifier anticipated for the year 2030. The City advertised a request for Statements of Qualifications from professional firms and received two submittals. The Selection Committee scored the firms after reviewing the submittals and reference information. The Selection Committee consisted of five City staff members from the Engineering and Wastewater Operations Divisions within the Public Works Department. REQUIRED SERVICES: In general, the consultants will: • Analyze and evaluate alternatives to construct new EQ Basin, with considerations to convert the basin in the future to a primary clarifier. • Prepare a comprehensive report of findings, alternatives, cost estimates and recommendations. • Support documentation and administration of State Revolving Fund loan. • Coordination and implementation of all permitting and public/private agency requirements. • Prepare engineering designs, drawings, specifications, and construction documents as required for the project. • Administer bids for construction, as required by the City, including such items as preparations of bid documents, pre -bid meetings, review of bids and recommendation for award. • Provide construction management for project including, but not necessarily limited to a preconstruction meeting, inspection, testing service, preparation of pay requests and certifications of completed work. RECOMMENDATION: Staff is recommending HDR Engineering be awarded the project based on their qualifications which includes technical expertise, experience, and knowledge of the following: Kalispell's Wastewater Treatment Plant Process, Structure, Piping and Model Project Management Relevant Projects • Construction Management • Instrumentation and Control Public Works Department, 201 1" Ave E, Kalispell, MT www.Kalispell.com CITYOF KALISPELL ACTION REQUESTED: Motion to select HDR Engineering as the Professional Consultant team for the WWTP Equalization Basin Project.
