SUBJECT: Appointments to the Tourism Business Improvement District Board
MEETING DATE: June 15, 2020
BACKGROUND: The Kalispell Tourism Business Improvement District was originally created
in 2010 with Resolution 5425 with the regulations of the District created with Ordinance 1675. In
2019, Resolution 5954 was passed renewing the TBID for an additional 10 years beginning July
1, 2020. Ordinance 1833 was then passed to establish regulations for the new TBID.
The District is to be governed by a Board of Trustees to which the Mayor, with the approval of
the City Council, shall appoint seven members of property within the district. Per Ordinance
1833, Section 3, (4) Three of the members who are first appointed must be designated to serve for
terms of 1, 2, and 3 years, respectively, from the date of their appointments, and two must be
designated to serve for terms of 4 years from the date of their appointments. For a seven -member
commission, there must be two additional appointments for terms of 2 years and 3 years,
respectively. After initial appointment, members must be appointed for a term of office of 4 years.
According to Section 4 (1) of Ordinance 1833, the City Council shall designate which member of
the board is to be the first chairperson with a one-year term as chair.
Diane Medler, The Director of the Tourism Business Improvement District would recommend
that Council consider designating Emily Schroeder as the chairperson for the board.
RECOMMENDATION: Mayor Johnson offer a recommendation to appoint the following
individuals with designated initial terms to the TBID.
➢ Joseph Alexander for a 3-year term
➢ Bryce Baker for a 4-year term
➢ Janet Clark for a 1-year term
➢ Zac Ford — 2-year term
➢ Dawn Hendrickson for a 3-year term
➢ Britta Joy for a 2-year term
➢ Emily Schroeder for a 4-year term
Council can then follow with a motion to accept the recommendations and confirm the
appointments (or offer alternatives) and designate a member of the board as the chairperson for
the first year of the new District.

community. I believe it is extremely important to have knowledgeable partners and board members to allocate these
collected funds efficiently and effectively to ensure the maximum return on investment. I love the Flathead Valley and
have enjoyed my 1st year here immensely. I look Forward to continuing the give back to this great area.

I've been in the hospitality management sector for roughly 12 years (hospitality about 17 years). I have restaurant, retail
and hotel experience with the vast majority coming as a hotel General Manager. I also was a founding member of the
Sidney MT TBID and gained valuable knowledge from working closely with the tourism partners and city council.
