SUBJECT: Kalispell Water System Tank and Well Project Professional Service
Recommendation
MEETING DATE: June 15, 2020
BACKGROUND: Public Works has planned and allocated funds to procure a qualified firm to
provide professional engineering services including analysis, design, and construction
engineering for a new well facility, transmission main, and water tower as designated in the 2018
Kalispell Water Facility Plan. These projects will support current and future water demands, as
well as ensure adherence to regulatory compliance for public water service in the City.
The City advertised a request for Statements of Qualifications from professional firms and
received four submittals. The Selection Committee scored the firms after reviewing the
submittals, participating in interviews, and reviewing reference information. The Selection
Committee consisted of five City staff members from the Planning Department, and Engineering
and Water Operations Divisions within the Public Works Department.
REQUIRED SERVICES: In general, the consultants will:
1. Perform a detailed engineering review and report containing technical and economic
assessments related to the optimum location, type, size, facilities, and cost/benefit review
for the water improvements to meet the City's requirements for a new well facility and
water storage facility.
2. Manage project to ensure production well and tank are turn -key and ready for the City to
operate.
3. Identify land ownership and perform necessary land acquisitions for optimum location of
the improvements.
4. Support city staff with funding application and documentation.
5. Coordinate and implement all permitting and public/private agency requirements.
6. Coordinate preparation and perform all the necessary tasks to procure water rights,
including well drilling, pump test and production documentations.
7. Prepare engineering designs, I/C engineering, drawings, specifications, DEQ submittals,
and construction bid documents.
8. Administer bids for construction, as required, including such items as preparations of bid
documents, pre -bid meetings, review of bids, and recommendation for award.
9. Provide construction management as deemed necessary by the City.
10. Identify land ownership and perform necessary land acquisitions for optimum location of
the improvements (if necessary).
11. Participate in City Council workshops and public information meetings (as deemed
necessary by staff).

RECOMMENDATION: Staff is recommending the consultant team of Robert Peccia &
Associates (RPA) and HDR Engineering be awarded the project based on their qualifications
which includes technical expertise, experience, and knowledge of the following:
• Kalispell's water system • Well design and construction
• Project management • Water rights and local hydrogeology
• Alternative tank design and
construction
ACTION REQUESTED: Motion to select Robert Peccia & Associates (RPA) and HDR
Engineering as the Professional Consultant team for the Kalispell Water System Tank and Well
Proj ect.
FISCAL EFFECTS: Funding for the Tank and Well Project professional service is allocated in
the Water System Impact Fee Fund Line Item 954: Elevated Storage Tank and Well.
ALTERNATIVES: As suggested by the City Council.
