Ordinance 1842 — Second Reading — Vander Ark Zoning This ordinance would provide initial zoning of R-3 (Residential) at 155 Three Mile Drive. 3. Award Bid for 2020 Inflow and Infiltration Mitigation Project to Planned Engineering Construction, Inc. in the amount of $228,500 This item would award the base bid and all additive alternatives to rehabilitate approximately 4,180 linear feet of existing sanitary sewer main. 4. Award Professional Services Agreement with Robert Peccia & Associates and HDR Engineering for the Water System Tank and Well Project This item would allow the City to enter into an agreement for professional engineering services for a new well facility, transmission main and water tower. PUBLIC HEARING — Colton Lee Communities Growth Policv Amendment Council will accept public comment regarding whether Council should adopt, adopt with revisions, or reject a proposed growth policy amendment request from Colton Lee Communities for a 3.27-acre parcel located at 216 Hutton Ranch Road. Ordinance 1843 — Second Reading — Behe Zoning This ordinance would provide initial zoning of R-2 (Residential) at 1100 Two Mile Drive. 2. Resolution 5976 - Aimort Master Plan Amendment This resolution would approve a master plan amendment for the Kalispell City Airport to include additional locations for hangar development and associated parking areas. 3. Resolution 5977 - Northland Phase 5 Preliminary Plat Extension This resolution would extend the Major Preliminary Plat for Northland Phase 5 for two years. 4. Motion to Authorize Limited Expenditure of Funds within the Fiscal Year 2021 Preliminary Budget & Call for a Public Hearing This is a request for authorization to expend funds from the FY2021 preliminary budget necessary for city operations and schedule a public hearing for July 6, 2020. 5. Resolution 5978 — Non -union Salary Adjustment Approval would allow non -union employees of the city to receive an FY21 annual compensation adjustment of 3.1% which is consistent with the average collective bargaining agreement wage adjustments of the unions represented by city employees. 6. Appointments to the Kalispell Tourism Business Improvement District This item appoints Board of Trustee members to govern the newly renewed TBID which begins July 1, 2020. J. Each person not a Council member shall address the Council, at the time designated in the agenda or as directed by the Council, by stepping to the podium or microphone, giving that person's name and address in an audible tone of voice for the record, and unless further time is granted by the Council, shall limit the address to the Council to three minutes. b. All remarks shall be addressed to the Council as a body and not to any member of the Council or Staff. No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion either directly or through a member of the Council, without the permission of the Presiding Officer. d. No question shall be asked of individuals except through the Presiding Officer.
