CITY OF BUDGET WORK SESSION MINUTES
KALISPELL Tuesday, May 19, 2020, at 6:00 p.m.
City Hall Council Chambers, 201 First Ave. East
Due to the extraordinary circumstances of the COVID-19 Pandemic and related
Phase 1 Directive from the Montana Governor, the City Council and staff
distanced themselves throughout the Council Chambers. Council Chambers
were closed to the public. Persons wishing to address the council on any issue,
whether or not on the agenda, were asked to provide comments via email to
publiccomment@kalispell.com. These comments automatically forwarded to
the City Council. The meeting was streamed on the City of Kalispell website at
https: llwww.kalispell.com/480/Meeting-Videos.
A. CALL TO ORDER
Mayor Johnson called the 2°a session of the budget work session meeting to order on May 19,
2020, at 6 p.m. Please see the budget work session minutes from May 18, 2020 for the first half
of the budget work session.
The following Council and Staff were present at the meeting.

City Manager Doug Russell spoke regarding Montana moving to Phase II re -opening related to
COVID-19 beginning June 1, 2020.

Fire Chief Dave Dedman gave a brief report on changes.

spoke regarding other possible grant funding.

Chief Dedman explained small cost increases.

06:09:53 PM (00:09:40) Mayor Johnson brought up meetings that have occurred regarding
alternatives to delivery of ambulance services. He, Manager Russell, and Chief Dedman reported
on these meetings.

City Manager Russell spoke regarding revenue estimates. He then spoke regarding the
expenditures listed. He mentioned that the City Hall mezzanine project will be receiving bids this
week.

Councilor and staff discussed safety issues regarding COVID-19.

Director Fincher spoke regarding an existing leak and grates that will need to be replaced and
touched on boiler issues.
Water Parks will likely not be able to operate until phase 3, but they are still working through
hiring, etc. to try to prepare to open when possible per the Governor's Directive. They are hoping
to work through staffing issues as well.

Director Fincher provided an update on forestry work over the past year. He then spoke
regarding needing a full replacement of the boom truck due to boom failure.

City Manager Russell spoke regarding how much work and time the IT Department has been
doing in relation to COVID-19 related adjustments. He explained the need for a third IT full-time
employee that has been proposed within the budget.
