OLD BUSINESS: Spring Creek Apartments Ph2 — Conrad asked if the civil drawings have been
submitted for Spring Creek Apartments, Phase 2 and Elkins said they haven't seen any yet. Public
Works added they are also waiting to see those drawings. D.C. Haas said the Fire Department still
has issues with phase 1 and the fire turnaround and he said he emailed the Building Department and
the project manager their conditions which includes a fire lane on the east side of the road, signage,
and alarm panel and manager's door labeling. Haas also mentioned the hydrant at the cul-de-sac needs
to be moved to the south and widen the turn. Haas asked who would be responsible for keeping bids
out of the slough and Castles said the parents and added since it is not man-made it is not considered
a public hazard. Conrad noted the Planning Department is still waiting for the floodplain certification
on 2 of the buildings in Phase 1. Burnham agreed that the turnaround issues have to be resolved
before occupancy is approved for phase 1 and the committee agreed.
Begg Park Picnic Pavilion - Fincher said Public Works hasn't had a chance to review the plans yet.
Elkins said he will call to determine the roof load for the pavilion. Fincher asked if the Public Works
Department could assist them with the structural engineering of the floor. Castles said they would
provide the floor plans to the Parks Department. Elkins said he has a mono -slab floor detail he can
send to Public Works. Fincher noted there is still the question of whether or not a no rise certificate is
required for this project and if the technical data will have to be submitted.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: Conrad reported the city received an annexation & initial zoning
request for property located on Highway 93 South, which was the Burton Brand Source appliance
dealership.
Conrad said a conditional use permit has come in which deals with the old armory building on South
Meridian and 2nd Street West, currently owned by the Samaritan House. The Samaritan House will
use some of the space for their administrative offices and lease a portion of the building to the
Flathead Special Education Cooperative. Castles noted a portion of the facility was used as a vehicle
maintenance shop and DEQ clearance may be required. Haas said lead and asbestos could also be a
problem. Elkins added the restrooms are not ADA compliant and he had told them the city needs a
site plan for the use of the facility. Conrad said he notified them that they would have building and fire
code issues with the inclusion of the school operation. Conrad asked the Building and Fire
Departments to send him their comments and he will contact the Samaritan House. The committee
suggested they should contract with a licensed professional to help guide them through the design
process.
Final Plat of Silverbrook Estates Phase 1A — Conrad reported they received the final plat
application for Silverbrook Estates, Phase IA which is the remaining portions of Phase 1. Castles
said all of the city utilities are in on phase 1. Burnham brought up the R/W reservation on the south
end of this phase and said Owl Corporation is planning to develop the property to the south and
Owens has asked about getting water through to his property. Burnham said the water is not in
Silverbrook Drive and there was discussion regarding the process Owens will have to go through t
loop the water through the R/W reservation to the south.
Final Plat of Westview Phase 3 — Conrad asked if the Fire Department had a chance to review
Westview Phase 3 and Haas said he drove the road and they are good to go. Haas noted there could
be some problems with emergency services having 2 roads named Taelor and Taylor. The committee
thought it may be too late to change the street names now. Conrad asked if the warranty maintenance
issues that were discussed last week would hold up the plat and Public Works said no but Burnham
said they do want to clearly see what has been platted and what still needs to be platted. Conrad said
he has already asked for a copy of the preliminary plat and for them to highlight phases 1, 2, & 3 and
show the remainder to be platted. Conrad asked Fincher to meet with him after the meeting to
discuss the park issues. Haas asked if the pump house belongs to the city and Castles said yes.
OTHER REPORTS: Fincher reported he has been getting calls from Andy Miller regarding the
irrigation in the boulevards of Old School Station. They claim the city agreed to maintain the
boulevards for this project and Fincher asked if anyone was aware of this agreement. Fincher said last
year Parks got called, perhaps by the city manager because they didn't have a homeowners'
association to maintain the boulevards, and Parks blew the irrigation system and made some notes on
broken heads and now they are asking when Parks is coming out there this year because everything is
dying. Conrad said the preliminary plat for Old School Station was approved in the county and then it
came into the city for final plat. Conrad said the files can be reviewed to determine whether any
agreement was made. Fincher asked Mr. Miller to bring in any documentation that states the city will
be maintaining the boulevards.
Fincher said they also received a call from Corporate Way who believe the city maintains their
boulevards. Castles said in that case it is an SIA and what Public Works told them to do is to contact
Bruce Lutz to see where the meter is located. Castles added it is not the city's system. Fincher said
since he has been with the city they have never taken on just boulevards.
