05-21-09 Parking Commission MinutesKALISPELL PARKING COMMISSION MONTHLY BOARD MEETING MINUTES Date: May 21, 2009 Location: KPC Conference Room All in attendance: Chairperson Mark Pirrie, Janet Clark, Joel Schoknecht, John Hinchey and Ron Trippett. Jack Brooks — Attended from 7:35 am to 7:51 am Minutes recorded by: Rachel Brooks, KPC Office Manager 1. Call to Order: Called to Order at 7:35 a.m., By: Mark Pirrie, Chairperson 2. Minutes of April, 2009 Board Meeting: Moved to approve by John Hinchey, Janet Clark, seconds, Approved by all present. 3. Hearing of the Public: No One Present 4. Financial Statement of April 2009: There are 2 months left to bring in about $30,000. Cash Balance is $51,749 and last month it was $50,981 and we are not gaining. Expenses are on target. Updates from KPC: Street Update — Jack a) KCFW — Boot footage — Rachel will call Chris Neuhausen and try to get the footage of the news report. b) Contractors — Valley Bank. "Jack said Root Masonry has an attitude and has been a bear to work with." KPC Office Update — Rachel a) CPI Collections report — New Report — Previous outstanding balance $10,715.45 plus Current Pre -Collect entries — $5,225 for a total balance assigned to CPI of $15,940.45 Discussion followed. b) Tickets, Parking Permits & Meters — Ticket Collections — 412 tickets. We are really up on our collection percentages due to notices being on time for two months now. This has really impacted collecting our fines. c) Parking Permits — Up from last month; down from last year. We had 19 unsold permits. We have several on the board this month also. Mountain Valley lot - Could we increase this by one permit? We are overselling by 2 now. Rachel will have Jack keep an eye on this and see if this is feasible. I d) DMV — Problems with system still; this time it is on our side. Mike at AIMS is on it. Missoula is having problems with it still. This has been the 41h week we have not been able to get files from DMV. Discussion followed. e) Meter Project — We sold $60 worth of meters this week; so far we have sold $400 of them. Janet suggested that we put an ad in the Mountain Trader. Rachel will do this. E- Bay was suggested but shipping cost is outrageous. Discussion followed. f) Meter Report - Meters were up a little ($9) even from last year. g) Ed Lot — Ron Trippett inquired about Ed Lot. Contract is still a 50/50 split. h) Month to Month. 6.UnGnished Business: Valley Bank Lot Exchange — No New updates. Joel asked about the corner part of Valley Bank lot. Discussion Followed regarding corner lot and the appraisals concerned. Ron and Joel brought up to speed on previous negotiations and current situation and future plans. Building Lease — No new bills from the law suit. Ron Trippett had several questions regarding the current lease. These were answered and Ron was brought up to speed on the current lease situation. They have sued the Parking Commission to break our lease since the lease was not re -negotiable. Discussion followed. BID — Striping on Main St. Janet let the board know that the BID was talking about this but it is not a high priority right now since they are trying to get the Thursday fest together. Discussion followed. This may be something we have to do ourselves. Mark striped in front of the Eagles Building and his building. Budget — KPC did not hand in a balanced budget so we have to have a public hearing to amend it. We are going to be honest about it. We could have balanced if it was not for the snowplowing this year. Discussion followed. Boot Process — Charlie Harball has written a resolution for the boot and it will go before city council next meeting. When Janet and Mark talked to him recently he thought it may be used retroactively. He is in the process of speaking with Judge Ulbricht. Rachel did talk to Karin at CPI and the boot should not be an issue, anything in pre -collect she will just cancel the account and it will go back to us; if they are already in collections we can write something up to where it may be a flat rate or possibly just the interest. Missoula's boot process is basically the same as ours but they get 10 tickets and they mail them a notice that they are on the boot list. Once they are booted they have 48 hours to pay and then they are towed. Missoula is under their own constitution, as a parking authority, so they do not have to go through the summons process etc. Discussion followed. Spring Clean Up — They have started on Central School and have sprayed 3 of the lots already, but it has been really rainy and they haven't had any time to work on it recently. They took 12 garbage bags full of trimmings and garbage out of the lots. Have them get going on this. Motorcycle Parking — Rachel checked with Missoula they have the same time limits, the same space, and same fine as a car. KPC previously discussed trying out motorcycle parking during the summer months on a trial basis. Discussion followed. 2 Handicapped Parking — Two hour parking; Handicapped spaces are subject to the same parking regulations as anyone else. We do have handicapped people who work downtown and so then they are parked in front of a business all day so that was the reasoning behind the two hour limit as well as the use of it for other handicapped customers. City Council sets the ordinance on this. Discussion followed. Out of State Plates — Rachel checked with Missoula about this. They would like to go to a system called ORRIS. You have to pay for the software and it is set up like DMV with FTP batch files. It is $1.75 per look up and the software is really expensive. They will not go to this until the end of the next fiscal year. It is not be cost effective for us but when they get into it we may be able to run ours through them. Discussion followed. 7.New Business: Job Service — Parking permits that were given to Job service free of charge for those taking tests that last more than two hours long have been lost or are being used by employees. We have had several complaints from those looking for jobs and have no money to pay their tickets. Teresa White brought one particularly unhappy customer to Rachel's attention regarding this. Do we need to write a letter to Job Service? Discussion followed. Rachel will dismiss any tickets for those who are utilizing job service taking a test over two hours. Rachel will ask Jack to track the tickets over the next month to see how many he is writing in that area. 8.
