Accept BJA GrantREPORT: FROM: SUBJECT: MEETING DATE: _1"N"R*4616 <'CIY OM KALISPELL POLICE DEPARTMENT 312 1- Ave East — PO Box 1997 — Kalispell, MT 59903 Striving to Exceed Expectations' Doug Russell, City Manager Doug Overman, Chief of Police Acceptance of the Bureau of Justice Assistance (BJA) Coronavirus Emergency Supplemental Funding Grant June 1, 2020 BACKGROUND: On May 14, 2020 the Kalispell Police Department submitted an application for funding through the BJA Coronavirus Emergency Supplemental Funding Grant. The award was received on May 20, 2020. The total cost of the equipment is $33,119. There is no additional city budget requirement. The Kalispell Police Department uses traditional patrol vehicles that are subject to the transport of prisoners and those in custody that may have been exposed to Covid-19. Current protocols require a manual cleaning of the patrol vehicle after transports. Cleanings are performed by officers, potentially further exposing them to the virus. Equipment will be purchased that uses ozone sterilization that allows the patrol vehicles to be sterilized in an automated fashion. The cost of this equipment is $14,927. This maximizes safety of the officers and those transported in the vehicle as well as the incarceration facility ultimately used. In addition, the grant request included additional personal protective supplies to provide for safety of law enforcement personnel during this Covid-19 effected time. The grant would also purchase 41 first responder full face respirators and cartridges recommended for a patrol response to Covid-19. Previously the Kalispell Police Department issued one mask per shared vehicle. These masks have been determined to be in poor condition and dated. Due to the unique fit of each individual officer the grant would allow one patrol mask personally issued to each full-time employee in the Kalispell Police Department. The mask would facilitate officer responses in homes of suspected Covid- 19 patients. It is also believed an issued mask would allow for more appropriate fit and allow a higher level of equipment maintenance accountability. The cost for masks and respirator cartridges would be $17,149.48. The masks would be dedicated to the patrol function. DOUG OVERMAN, CHIEF OF POLICE The remaining $1,042.52 will be utilized to purchase protective Tyvek coveralls and supplement the department's supply of black nitrile gloves. This will allow us a stockpile to replenish our dwindled supply and supplement stock for possible future needs. RECOMMENDATION: Accept the BJA Coronavirus Emergency Supplemental Funding Grant FISCAL EFFECTS: This is a no match grant. Nothing from the FY2020 budget will be utilized to accomplish the above purchases. ALTERNATIVES Decline the grant.
