SUBJECT: Recommendation for Professional Services for the Water System's
Supervisory Control and Data Acquisition (SCADA) and Telemetry
Update.
MEETING DATE: June 1, 2020
BACKGROUND: The City advertised a request for Statements of Qualifications from
Professional Firms to provide technical and expert support to assist the City in updating the
antiquated Supervisory Control and Data Acquisition (SCADA) and telemetry systems for
Kalispell's public water facilities. Six statements of qualifications were received by consultant
firms.
REQUIRED SERVICES: In general, the consultant will provide the following professional
services:
Task 1:
a. Evaluate functionality and compatibility of pertinent existing telemetry and control
system hardware and software.
b. Identify systems and technology for consideration. Identify and discuss advantages and
disadvantages of the identified systems with particular emphasis on communication, data
processing, system controls, and security aspects.
c. Identify probable costs of various systems. Recommend type of replacement system and
reasons for recommendation.
Task 2:
a. Develop specifications and bid documents for replacement system.
b. Provide engineering services and programming in support of the design and
implementation of the new system.
c. Develop and provide Operation and Maintenance manuals.
Task 3:
a. Provide start up services and support during the transition to the new system.
b. Provide training for the Operators at the completion of the project.
RECOMMENDATION: Staff is recommending AE2S Engineering be awarded the project
based on their qualifications which includes knowledge of Kalispell's water system, along with
experience and technical expertise for updating SCADA and telemetry for public water systems.
ACTION REQUESTED: Motion to select AE2S Engineering to perform the professional
services for updating Kalispell's Water System SCADA and Telemetry Systems.

FISCAL EFFECTS: FY 19/20 funding for the Water System SCADA Upgrades, totaling
$305,000, is allocated in the water fund line item 5210-447-430550-951.
