E1. 05-18-20 Council MinutesCITY ,� KALISPELL CITY COUNCIL MEETING MINUTES May 18, 2020, at 7:00 p.m. City Hall Council Chambers, 201 First Avenue East Due to the extraordinary circumstances of the COVID-19 Pandemic and related Phase 1 Directive from the Montana Governor, the City Council and staff distanced themselves throughout the Council Chambers. Council Chambers remained closed to the public. Persons wishing to address the council on any issue, whether or not on the agenda, were asked to provide comments via email to publiccomment(akalispell.com. These comments automatically forwarded to the City Council. The meeting was streamed on the City of Kalispell website at https://www.kalispell.com/480/Meetin2-Videos. A. CALL TO ORDER Mayor Mark Johnson called the meeting to order at 7 p.m. B. Interlocal Agreement with the Montana Debartment of Justice for Locatiniz Communications Equipment This agreement would continue to allow communications equipment utilized by law enforcement throughout the state to remain on the Buffalo Hill Water Tower site. 3. Bullitt Sites, LLC Water Tower Lease Agreement This agreement would lease space on the Buffalo Hill Water Tower to Bullitt Sites, LLC, for radio communication equipment. CITY MANAGER, COUNCIL, AND MAYOR REPORTS City Manager Doug Russell provided the following report: • Budget work sessions will be live streamed to the public. Councilor Waterman shared with council there will be a Health Board meeting this coming Thursday, May 21, 2020. Councilor Hunter brought up the water and sewer rates and his proposal for a low-income discount for utility rates. He would like to hear from members of the council whether they would support low income discounts for utility rates. Councilor Waterman would like to have a conversation regarding the possibilities of partnering with other agencies regarding utility relief. Councilor Daoud would like to discuss this at a work session. 00:07:43 Councilor Daoud is uncomfortable that the public is not able to attend the meetings in person. He would urge the council to find a way to include the public. 00:08:36 Councilor Graham would agree with Councilor Daoud's statement but added that it becomes difficult with the Governor's Directive. Mayor Mark Johnson provided the following report: • As he has met with other Mayors via teleconference, he heard there is a definite difference among the cities in how they are conducting business. He spoke regarding the Governor's Directive and Covid-19. 00:11:50 Councilor Kluesner talked about the idea of holding the meeting at the Fairgrounds in the Trade Center Building. 00:12:29 Councilor Waterman spoke regarding creativity with meetings.
