The City contracted AE2S to complete this preventative maintenance, as well as perform all on - call I&C services for the water system facilities. WTP SCADA Upgrade Due to annual support costs for the WTP's HAE-SCADA software and the upcoming need to upgrade control servers due to age, the City decided to consider switching SCADA packages to mitigate cost. AE2S provided capital and annual support cost comparisons for competitive software packages and showed the conversion had a return on investment of less than two years. The project consisted of procurement and setup of redundant control servers, redevelopment and deployment of a new HMI-SCADA system, thorough system testout and troubleshooting, and SCADA system transfer and startup services at the WTP. I&C IMPROVEMENTS North Central Montana The Rocky Boyy's/North Central Montana Regional Water System (RB/NCMRWS) Project is intended to address the water quantity and quality challenges of the Rocky Boy's Reservation and numerous off -reservation communities, water districts, and other water utilities represented by the North Central Montana Regional Water Authority (NCMRWA). The project is divided into segments, prioritized by the critical need of the entity ranging from water shortages to regulatory water quality concerns. AE2S provides the I&C phase services for the entirety of the RB/NCMRWS Project from design and bidding to programming and startup services. As a segmented construction, the systems are designed to be operated and maintained (O&M) by either the municipality who is providing the water in the interim or the entity who is the end user. The control systems for each segment are designed with this in mind and utilize telemetry technology that will best adapt to the O&M provider's system, as well as be flexible enough to expand into a full-scale SCADA system in the fixture prior to regional water system project completion. In total, the RB/NCMRWS Project will extend over 750 miles of pipeline, adding more than 5 million gallons of water storage capacity, and 20 pump stations across North Central Montana from Cut Bank to Havre and from Dutton and Loma to the Canada border. At project completion, the entirety of the regional system will be monitored and controlled from a single SCADA network equipment consisting of radio based telemetry and internet networking to minimize overall cost and operational efficiency. TWRD operates and maintains the Rocky Boy's Rural Water System (RBRWS) which provides water to the Chippewa Cree Tribe throughout the Bears Paw Mountains. As part of the I&C improvements project, AE2S designed controls for six well/booster pumping facilities, three underground water storage facilities, and the supervisory control panel for the RBRWS. As part of the design, AE2S worked with the Tribe to meet the challenges of rugged terrain and system operations. Upon installation of the control system equipment, AE2S was also responsible for providing I&C programming and startup services such as PLC/01T, Ethernet data radio, and HMI-SCADA pro ' g to launch the Rocky Boy's Rural Water System SCADA and telemetry control system. SCADA IMPROVEMENTS Chanhassen, MN The City of Chanhassen's SCADA system was operating on proprietary equipment that was obsolete, with minimal support options. As a result, the City wanted to replace all the PLCs and OlTs in the system and replace the SCADA servers and software with current technologies. The City retained AE2S to provide the replacement and integration services for the project. AE2S provided the PLC and DIT replacement, and new SCADA for 31 lift stations,11 wells, four water storage sites, and a water treatment plant. To minirniae downtime of the combined SCADA system, AE2S provided a custom solution of temporary integration between the new industry standard PLCs and the proprietary PLCs. 'This allowed the transition from old to new with minimal impact to the City operation staff The replacement of the SCADA servers included adding hot - standby redundant server operation and advanced reporting options. AE2S worked closely with the City to develop SCADA screens that were customized to their specific operations by starting from scratch and designing the screens together, allowing the new SCADA system to truly be their own. Since the completion of this project, AE2S has been providing additional SCADA system design and support services. Several needs were identified, including upgrades to the distribution system. The water distribution system for the City consists of 11 elevated water storage tanks. Each tank is monitored by operators at the Water Treatment Plant (WTP). the previous telemetry system consisted of proprietary RTUs and push -to -talk radios, a system that was obsolete and unsupported by the original manufacturer and required a complete replacement AE2S was contracted by the City to perform the upgrade, which entailed procurement, installation, and pro ' g for the entire system. RTUs were replaced with Allen-Bradley NcroLogig 1100 PLCs. Radios were replaced with GE/MDS iNET II license -free, spread spectrum data radios. AE2S programmed the telemetry polling routine and integrated the system with the VVTP's Wonderware SCADA system. SCADA SYSTEM IMPROVEMENTS Hopkins, MN The City of Hopkins was looking for an alternative systems integrator to help solve some outstanding problems and contacted AE2S to discuss the resolution of issues. AE2S made an immediate impact with responsive service and troubleshooting support, and helped the City add chlorine system monitoring to the system. From there, a SCADA System Assessment was performed and a final report outlined the areas of focus in the SCADA system. Working with City staffby educating them on the areas that needed attention, AE2S assisted the City in securing funds to perform a SCADA System Improvements design and competitively bid out the hardware supply and installation. Hopkins chose AE2S to perform the SCADA pro g and startup services based on the relationship that AE2S quickly built with the City of Hopkins, and their ability to perform responsive service. The SCADA Improvements included replacing every PLC in the system, adding and replacing user interface panels at all sites, radio upgrades, and SCADA server upgrades to a modern server architecture with true redundancy of the SCADA software, using fiber communications between servers. Additional key improvements included adding pressure transmitters that are completely isolated from the SCADA system, custom reporting, and backup alarm dialer with PLC fault monitoring, all while maintaining system operability with a site -by -site transition to the new SCADA system. AE2S KALISPELL WATER SYSTEM SCADA UPGRADES STATEMENT OF QUALIFICATIONS 31 CONTRACT UNDERSTANDING AND APPROACH O CONTRACT UNDERSTANDING AND APPROACH Evaluation and Recommendation AE2S will begin by fully evaluating each of the remote sites on the distribution system to determine existing equipment and hardware functionality, as well as limitations (connections, performance, etc). At a minimum, we anticipate evaluating: • Telemetry options and equipment PLC platforms Equipment and installation costs r Implementation scenarios Using this as a starting point, AE2S will identify advanced systems and technology, evaluate advantages and disadvantages of these systems, and provide recommendations and probable costs. Selection of modern, industry standard, off -the - shelf equipment and software provides built-in levels of non-proprietary solutions, along with state-of-the-art functionality. Telemetry System Considerations The first part of the new water distribution SCADA system to consider is telemetry, which transacts data from each site back to the main SCADA server and transmits data from site -to -site as needed. Currently, the Kalispell SCADA system utilizes CalAmp Integra serial data radios for telemetry, which are obsolete. Historically, the most common telemetry methods are radio based systems. They remain popular as technology improvements offer increased performance and connectivity options. Modern technology has made other communications methods commercially viable, and they are becoming increasingly more popular. Internet- and cellular -based telemetry are easier to install, configure, and maintain than radio based systems and tend to be less expensive. Radio -Based Telemetry System To make the most effective data radio system, the obsolete CalAmp Integra radio system needs to be replaced with a newer IP-based data radio system such as CalAmp Viper SC or OE/MDS Orbit data radios. These data radios are intended for industrial SCADA systems and are well suited for this type of application. Data radios have low bandwidth, but the amount of data passing through each site is minimal, so this type of system will provide nearly real time data.. Depending on radio frequency, remote access to the radio sites for troubleshooting is not always an option due to the low data bandwidth. Buffalo Hills was recently upgraded byAE2S and will remain the distribution system telemetry access point, as this is an ideal location, and all the necessary SCADA infiwtructure is already on site. A new omni-directional antenna would need to be installed, along with supporting hardware. Yagi antennas and supporting hardware would need to be installed at other distribution sites to support the new data radio telemetry system. The distribution sites with yagai antennas would be pointed back to Buffalo Hills. Depending on the radio frequency selected, some distribution sites may need alternate methods of communication due to location and terrain issues between sites. In particular, the Noffsinger Springs site may not be accessible using radios a higher frequency, so one of the following telemetry alternatives may need to be looked at for these sites. Internet -Based Telemetry Another approach would be to use internet connections at all distribution sites. Internet can be provided by a local internet service provider or by cellular data modems. The high bandwidth of the internet also allows remote access to each site for troubleshooting and program modifications. The drawback to using internet service is the monthly fee required by the internet service provider. In addition, internet data plans may also have data limits (especially cellular), so the telemetry system update frequency to J from the distribution sites would need to be monitored to make sure excessive data was not being used. Programmable Logic Controller (PLC) Upgrades In most locations, the existing Siemens LC3000 PLCs can easily be replaced with a new PLC. Other control panel modifications maybe needed to ensure continued site operation, but it will need to be reviewed on a site -by -site basis. The eid Ong PLCs could be replaced with Allen Bradley Micro 1400 PLCs as the IQ layout closely matches the LC3000. Ibis is the same a taken for the equipment modification provided at Buffalo Hills. Alternatively, a more advanced PLC platform, like the Allen-Bradley CompactLogix, could be utilized for high-speed processing and data transfer capabilities. Using mobile devices to view SCADA applications and assist with alarming keeps the operators connected to what is happening at all times. Having historical data at the fingertips of mobile users also provides advanced troubleshooting and reporting capabilities. Design and Implementation Upon selection of an alternative, AE2S will begin designing the necessary control system modifications. The project design will include procurement bidding documents to submit to suppliers for the required materials. Upon completion of the design, AE2S will work with the City thmugh the procurement process while completing the PLC pro ' g necessary prior to implementation. Once the materials are on hand, AE2S will schedule the electrical installation and implementation with the City - understanding this schedule is fluid and based on water demands. The electrical installation will start with the replacement of the PLC, re -terminating IO signal wiring, and preparing for p rogrammmg download and testout The PLC will then be connected to the telemetry system to verify communications to the required distribution system PLCs and the Wonderware SCADA system. 0 The remote terminal units (RTU) at each site can be upgraded one at a time to minimize disruption to the distribution system. Due to the disruption in telemetry, water storage tanks should be filled ahead of time, and pumps should be manually operated or turned off throughout the controls upgrade. Service and Support Our preferred approach for providing SCADA system service and support will be through remote access, which allows faster response times and mitigates the expense and time of travelling to the site. 'Through the Adaptive Security Appliance (ASA) modem/router equipment recently installed at Buffalo Hills, we can provide remote support to the entire SCADA system including the Wonderware SCADA server, the Wonderware application, and distribution system PLCs on the telemetry network. If cellular telemetry is preferred, remote access to each site would be provided directly through the cellular modem. Existing LC3000 PLCs could he replaced with Allen Bradley Micro 1400 PLCs LC3000 PLCs are proprietary and limit the City's support options. Migrating to an Allen Bradley system allows local I&C specialists to re -program distribution assets to meet future demands.
