The Schneider Electric Modicon PLC control system upgrade on six (6) Waukesha Engines across two (2)
OCUA Waste Water Treatment Plants. HPI removed the existing relay based control system and installed
new HPI designed and manufactured PLC and HMI based control systems into the existing cabinets. All
control panel hardware and PLC/HMI software was designed, manufactured, and engineered by HPI.
In 2018 HPI completed the Generator Control System Upgrades on two (2) GCP and one (1) MCP at the
Northern Water Pollution Control Facility (NWPCF). HPI upgraded the existing generator control and
protection equipment while implementing new Schneider Electric Modicon PLC's and Magelis HMI's.
HPI also entered a 2018 service agreement with OCUA to perform Plant PLC/SCADA system services
across their three (3) wastewater treatment plants.

Plants for MidAmerican Energy Company (MEC) in Bettendorf and Des Moines, IA. HPI converted the
existing Foxboro PLC systems to a new GE Rx3i based system and improved the automated process
controls of the systems. Once the Bettendorf LNG Plant was successfully completed and all final
documentation and drawings were submitted to MEC, HPI performed a site survey and evaluation of the
Des Moines LNG Plant. MEC used this document to help in the control system RFP and budgeting for the
future upgrade. HPI completed the control system upgrade of the Des Moines Plant in 2017.

2.3 Control System and Panel Design
All control panels provided by HPI are designed, manufactured and tested by HPI staff in our facility in
Houston, Texas.
All our control panels are custom engineered to meet the requirements of the project. Throughout the
design and engineering stages of the project, the new control panel drawings will be delivered to Kalispell
for verification and approval. The initial design will be agreed upon before starting the panel
manufacturing. All panel drawings will be completed by the HPI Energy Services design department using
the AutoCAD design software. At the end of the project the AutoCAD drawing files are provided to the
customer.
HPI design, fabrication, testing and performance of the system shall be in accordance with all necessary
standards and codes where applicable — such as IEEE, ANSI, NFPA, IEC, UL, NEMA, etc.
2.4 Control System Networking and Telemetry
On the majority of our projects, the upgrade of the controls system, whether it is for a plant SCADA
system, or power plant rotating machinery modernization result in the requirement to update the
communications network and add interfaces to other existing company wide networks. These can take
different forms from simple control system Ethernet networks, to plant wide fiber optic based networks, to
external cloud based interfaces with the required additional cyber security that this entails.

Our recent experience includes both cellular connections from a central control room to multiple remote
sites. And satellite connections to remote (different country) hydro -pod units.
Whilst we have mounted radio antenna on the side of builds, we would subcontract any radio tower
construction.
2.5 Programmable Logic Controller (PLC) Programming
HPI is a recognized Rockwell Automation Systems Integrator (see link below). we have been providing
PLC based control system to various worldwide industries since the late 1990's and have installed PLC
from various manufacturers (Rockwell, ABB, Siemens, Modicon, GE, etc.). our standard offering is the
Allen Bradley range of PLC's including the Microl-ogix and all our engineers are experts in its application.

2.6 Operator Interface Terminal (OIT) &HMI Programming
HPI provides HMI interface on all our projects, though they include numerous standard features to aid
plant maintenance and trouble shoring, each application is customized to the project requirements. HMI
graphics will be submitted to Kalispell for review prior to the Factory Acceptance Test, so that comments
and changes can be implemented ahead of time.
While HPI is experienced in a number of HMI applications including Rockwell FactoryTal k, Wonderware,
Complicity, etc. the majority of applications are provided using either Wonderware or Rockwell
FactoryTalk software implemented either on fully PC's or Rockwell PanelView devices. All our engineers
are expert in both Rockwell and Wonderware software programs.

3 COMPANY QUALIFICATIONS
3.1 Company History

HPI Energy Services, LLC traces its origins back to Hawker Siddeley Dynamics Engineering (HSDE) and
Vosper Thornycroft (VT). HSDE developed a range of electronic gas turbine controllers for industrial and
marine use in the 1960's and was later acquired by VT who were World leaders in Naval shipbuilding for
100 years, in 1995. When VT Controls withdrew from the industry in 2002, a team of former VT executives
and senior engineers continued the business and formed HPI, LLC, providing control systems and
mechanical services to industrial gas turbine users worldwide.
In 2018 HPI Energy Services separated from HPI, LLC to form a new engineering entity that continues to
offer exceptional turbine services and PLC based control systems, as well as offering control system and
SCADA expertise to other industries such as: Hydro -Electric Plants, Water and Wastewater Treatment,
Liquefied Natural Gas (LNG), Marine, and Nuclear.
HPI Energy Services also specializes in control system solutions for EPC projects, marine applications,
nuclear facilities, and natural gas process applications. HPI Energy Services has unrivaled knowledge and
experience working with PLC based control and SCADA systems in multiple applications and utilities
around the world. Please refer to the experience section of this document for details and references
specifically of our experience SCADA based service projects. Upon request HPI Energy Services can
supply a complete HPI Energy Services Reference Document of all control system projects completed.
HPI Energy Services primarily implements PLC based control systems in our system upgrade designs and
is officially recognized as Rockwell Automation System Integrator. Additionally, HPI Energy Services is
a VTSCADA Certified Solutions Provider. HPI Energy Services has experience using all major PLC and
HMI manufacturers including Allen Bradley, Siemens, Modicon, Wonderware, GE, VTSCADA etc.
HPI Energy Services has the available staff and resources to perform all aspects of the control
system/SCADA operation without the use of subcontracting parts of the scope of services. HPI Energy
Services has 25+ employees and engineers on -staff. HPI Energy Services also has its own panel
manufacturing and testing facility located in Houston, Texas.
From the initial design to manufacturing, and the onsite installation to commissioning, HPI Energy
Services is a one -stop -shop for a PLC and SCADA system upgrade. our company's design
benefits our customers by providing a common standard and understanding across all phases of
the project, simpler communications between the customer and HPI Energy Services, greater
reduction of project scheduling conflicts, and overall project cost savings.

All engineering design work will be carried out in-house by HPI personnel. The only potential sub -contract
would pertain radio tower construction.

3.4 Certificates, Licenses, etc.
Should HPI Energy Services, LLC, be selected by the City of Kalispell to formally bid on this project, a
business license/registration with the State of Montana will be arranged and active prior to contract.
4 CONTRACT UNDERSTANDING AND APPROACH
4.1 Task 1
HPI will carry out a detailed site survey of the existing equipment installed, and the documentation
available. The site survey will address the following key areas:
• obsolescence of the equipment,
■ Availability of spare parts,
• Availability of technical support,
• System reliability,
• Maintenance and failure issues,
• Additional automation, communications interface or fault diagnostic tools,
• Customers concerns and requirements,
• Condition of field cabling.
This will result in a report providing a recommended upgrade path, identifying the equipment, engineering,
outage time and estimated costs involved.
For example, this could involve upgrading of the Microl-og ix system, replacement of HMI's, the use of one
HMI program to simplify maintenance and maximize functionality, cell phone messaging of alarms to duty
personnel, etc.
HPI does not foresee any issues in carrying out this task and an example of a previous site evaluation,
could be provided if required.
4.2 Task 2
The output from Task 1 would result in a recommended upgrade path with some alternatives, and options
identified as applicable.
HPI would carry out a site meeting with City of Kalispell staff to review the report and agree any
amendments and the required path forward.
Based on this HPI would provide detailed bid documentation, including Bill of Material, top level drawings,
functional description, etc for the cities review and approval. The implementation of the upgrade could be
carried out on a fixed price or Time & Material basis, as preferred by the City.

HPI is committed to allowing customers the ability to maintain the systems we supply, as such the scope
includes the supply of AutoCAD, and are PLC software is supplied unlocked to allow the site personnel to
make changes as required. Additionally HPI offers fixed price annual maintenance contracts, to allow the
City to easily budget for the on -going support of the new system.
4.3 Project Resource
HPI will assign a dedicated Lead Engineer to carry out the project. The Lead Engineer will be assigned for
the duration of the project from initial survey to final commissioning.
The Lead Engineer will be supported by the following team, as needed:
• Project Manager
• CAD Engineer
• Installation Manager - who will accompany the lead engineer on the site survey and
review all aspects of the demolition and installation of the upgraded system, so that all
possibilities are planned for and minimal downtime can be achieved.
• Manufacturing/Installation Technicians — The new equipment will be assembled in house
by HPI technicians. The same Technicians will be involved in the demolition and
installation work at site. Ensuring knowledge gain during manufacturing is applied on site.
• Software Engineers — Depending on the amount of PLC, HMI and communications
related work, HPI has a number of engineers who can provide support to the Lead
Engineer to complete the project in the timeline required.
4.4 Timeline
A preliminary estimate for the tasks identified above is as follows:
• Conductance of site survey and submittal of initial recommendations: 2 weeks from order
acceptance.
• Submittal of final recommendations and pricing: 1 week after site survey meeting.
• Implementation of system upgrade: 6 -- 8 weeks depending on scope & complexity.
A detailed project schedule will be provided at the start of the project.
4.5 Resources
Should HPI be selected for this project, we have the spare capacity to immediately start work on the
project, and are able to mobilize to site without delay.

The majority of HPI's projects are for the utility and process industries where the ability to meet deadlines,
and complete installation & commissioning within the plants limited outage window, is key to the success
of the project. HPI's team are dedicated to achieving this goal. Wen on site HPI staff will work 12
hours/day 7-days per week, including holidays and the option to provide night shift working is available if
req u i red .
Throughout the project the project team will have weekly conference calls with the customer to review
progress and identify any issues, so they may be quickly addressed and resolved.
5.2 Current Contracts and Availability
HPI has a number of projects on going, however as some include international travel, like many
companies the Covid-19 virus has impacted work on these projects resulting in spare resources at this
time. Throughout the pandemic, HPI's offices have remained open and we have continued to provide
support to our customers, both from the office and mobilizing personnel to USA sites as needed. All
departments in the company are fully staffed and able to proceed on this project.
5.3 Commitment to Professional Service Budgets
HPI provides turnkey fixed price projects, Time & Material projects, and projects with a mixture of the two.
Unlike main companies, HPI has a culture of not raising continuous change orders, and working hard to
complete the assigned task within the timeline and budget defined.
Professional Service type projects are an important part of HPI's sales, in addition to the approximately
$0.5Mlyear of service type projects we routinely support, we are currently providing Operations &
Maintenance service projects to major oil and gas plants in Africa.

The following are brief resumes for the key staff members, more detailed resumes can be

Tom Levitz: Chief Operating officer
Tom Levitz has been with HPI since 2010 (10 years) in a crucial Operational Manager role. Tom
oversees all control system projects at HPI and will be directly involved in managing the project
team, including the assigned project manager and engineers.
Ste hen Jackson: Director of En ineerin
Steve Jackson has been at HPI since 2006 (14 years). Steve will have the final approval of the
design submitted by the Lead Engineer. He reviews the final design documentation on all projects
once submitted to him by the Lead Engineer. Steve is directly involved in the in house Factory
Acceptance Test (FAT) for each project. Steve is also directly involved with the Quality
Management of all projects and ensures all work is produced to HPI's high standards.
Hadir Karara: Senior Project Mana er
Hadir has been an application support engineer and Project Manager for HPI since 2010. Hadir
has built an excellent reputation with customers for her communication and organizational skills
throughout projects.
Michael Strathdee: Lead Engineer
Michael has been a process control system and instrumentation engineer for HPI since 2012.
Michael has a master's degree in aerospace engineering and has gained extensive experience in
controls and engineering of water and wastewater facilities and has worked with an array of
SCADA packages and PLC platforms.
Martin Marsh: Manufacturing and Installation General Mana er
Martin (Nobby) Marsh has 40 years' experience with manufacturing and installing electrical
systems across multiple industries. Martin has been the head of all HPI manufacturing and site
installation since its inception in 2003 (17 years). Martin oversees the design, build and
implementation of every single HPI project.

HPI has a large number of staff members available to support projects in all aspects including:
design, drafting, manufacturing, engineering, installation, commissioning, training and are there to
help customers with their long term support services. We are a cone -stop shop" in all fields of
SCADA work.
