Performance Bond Reminders: Johnson stated Public Works is still hopeful that Diamond
Ridge will be submitting their maintenance bond soon.

PLANNING OFFICE ITEMS: None.
OTHER REPORTS: Sorensen provided an updated All Weather Access Road standard for
the committee to review. Johnson asked who would be issuing the handout and Clawson said it
will be attached to the building permit when it is issued however it should also be a requirement at
site review that the location of the road be noted for the projects that would be large enough to
require the all weather access road. Johnson said he is working on their pre -con meetings and the
standard will be included in those discussions also. The Fire Department will make the
determination on whether the project would warrant the road. Clawson also noted the details of
the road should be submitted by the developer or their representative.
Sorensen noted the civil citation portion is not provided for currently and Jentz will talk to the
City Attorney about incorporating the citation process with several other processes that are in the
works for water meters, weeds, junk vehicles and decay. Johnson said he knows that the Fire
Department is trying to change some of their regulations and asked if this standard should be
incorporated into those regulations as well. Haas said they are just looking to adopt the 09 IFC
and they are waiting for this to be scheduled for a work session.
Burnham suggested the following amendments to the standard: #5, change 96" to not less than
84" from the bottom of the sign; #6, I't sentence could should be changed to may or will; and
under the city standards #1, Travel surface shall be a minimum of 14 feet wide.
Johnson asked if the Fire Department would require a 20 foot wide travel surface and Haas said
the 14 foot minimum would be fine and suggested they run with it. Haas added the 9-1-1 Center
will probably the first test of this standard.
Sorensen said he will pass on the changes to Jentz who will incorporate them into the standard.
D.C. Haas when is Sawbucks scheduled for demolition and Conrad noted they have not yet
submitted their plans for their building permit noting it will also have to go through site review.
Sorensen said the best case scenario is they will submit the plans at the end of June. Public Works
said they will also need a demolition and excavation permit.
Johnson had the following comments regarding the Faith Covenant Presbyterian Church on 3ra
Avenue East and 6th Street East: the alley will need to be paved; 100 feet of sidewalk along 3ra
Avenue East needs to be replaced and constructed to city standards including handicap ramps on
the corner; some fencing may need to be removed by homeowners along the alley after it is
defined to make room for the city garbage containers; and all weather access could be provided
through the alley if paved prior to construction. Conrad asked if Public Works would permit
another curb cut and driveway access onto 3rd Avenue that would provide a one way in and one
way out of their parking lot. Public Works said they would like to review a detailed site plan for
the proposed access before making a decision.
Brief discussion was held regarding the issues, including the problems with the construction of the
sidewalk and driveway at the Flathead Attention Home.
Burnham asked if a revised Phase 1 for Bloomstone has been submitted and Conrad said no.
