OLD BUSINESS: Montana Nugget — 740 West Idaho Smoking Shelter: Sorensen said the
smoking shelter at the Montana Nugget Casino was discussed last week and Sorensen said the
door should be flipped to a different location because of ADA access. Dan Diehl said the Fire
Department would only have issues if the shelter was attached to the building which would add on
to the square footage, they would have to be sprinkled, and have to be consistent with
construction types and distance to other buildings. Public Works had no issues and Sorensen
noted Parks & Rec probably wouldn't require landscaping so the committee approved the
project. Sorensen said the Building Department will deal with flipping the door as noted above.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: Conrad noted Public Works had comments last week about the
expansion proposed for the Faith Covenant Presbyterian Church but Frank Castles and Paul
Burnham were not in attendance to address those issues. Conrad asked James Freyholtz if MDT has
any permitting authority on 3rd Avenue East for approaches and he said no. Susie Turner said she
would look at the site and noted since the parking lot is more than 10,000 square feet a Drainage
Report from their engineer would be required. Conrad added the project has been put on hold for at
least 2 months.
OTHER REPORTS: D.C. Haas said Dwain Elkins briefed him on the Out to Lunch site at
Michael's West and he asked how can the departments keep track of these changes in use where
they are asking for a C of O and not all departments are aware the change of use had occurred.
Elkins said that has always been a problem.
Haas said also there is a assisted senior center on Appleway Drive that apparently the Building
Department didn't have any information on for either and he said there has to be some
consistency. Sorensen noted that they were in working with another department in the city, and
there was a misinterpretation on contacts the developer was to make. Haas said the work has been
done and added Jeff Clawson may have some additional information on the facility. Elkins said
back when this was United Way they were suppose to pave the parking lot and all handrails and
guardrails were based on finished pavement height which was never installed so the handrails and
guardrails are all out of compliance.
Haas asked if any plans have been submitted for the changes to the Gateway West Mall. The
agencies moving in are making changes to their offices and kitchen facilities are being added.
Elkins said no plans have been received.
Haas asked if Turner had a chance to look at the oil leak at the metal building behind the
Wastewater Treatment Plant and Turner said there were some salvaged mixer motors and one of
them cracked and the oil leaked out. Turner had them dig out the oil. They are working on long-
term plans to deal with that issue.
