Box 1997, Kalispell, MT 59903 Kalispell City Council Members: I am writing this letter on behalf of the Fairway Boulevard Townhouses Homeowners' Association, Board of Directors and our eighty-six unit/lot owners. We have been, for nearly six months following your discussions on how to effectively run utility operations and how to continue investing in our community’s infrastructure. We also realize that to accomplish these important goals our sewer and water rates will probably have to increase and in turn impact our budgeting process and the possible need to increase our monthly member dues assessment. Since our initial public notification of the proposed water and sewer rate schedules early in February, our BOD has struggled to rationalize the immediate financial impact of the proposed rates increase on our Association's annual budget beginning as soon as July of 2020. Unfortunately, since those early discussions in February and March, we now have been confronted with the direct financial impact of the current COVID-19 restrictions on our members and their abilities to even pay our current monthly assessments. The last thing we wish to impose upon our members is another assessment increase at such a critical time. I respectfully request a two-year delay in the proposed implementation of the new Water and Sewer Rate Schedules whereby allowing our members and our Association a bit of breathing room to deal directly with this necessary fiscal expense.
