Mayor,
As you are now aware, The People of Kalispell are organizing and forming a coalition of
members who’s sole objective is to defend the rights of their neighbors and to create a formal
grievance of the crimes committed by their government. As a body of people, we are going to have
the public policy discussion that our institutions are unwilling to have. We will ask the tough
questions. We will identify the bad actors. And we, as a people, are going to decide what is best for
our community.
That said, I am a firm believer in redemption. We are not so far down a path that you
cannot perform an about-face. Here are a couple of things that you should consider.
1. Take a hard look at anti- commandeering doctrine.

to keep ‘federal’ resources (resources stolen from us) without violating the rights of The
People.
2. Rather than the Tyrant King, be Robin Hood. The hospital has already been given 9M (We
will deal with them and the school district separately). Allow The People to reclaim their
recourses by dividing it up equally among every taxpayer with a kalispell zip code. I
guarantee that this will pay dividends, not just in their forgiveness but in their willingness
to contribute to things that the city might need in the future.
3. Grant our younger generation the opportunity to be HERO’s. Our older generation is the
most likely to be adversely affected by the virus. Call upon our younger generation to go
out into the world with courage and bravery, to develop the heard immunity that is
necessary to defeat this and to fill gaps in our work force where elders might leave void.
You can speed this up by suspending any minimum wage laws during the emergency.
4. Proclaim to The People that the city will treat the Governors order with nullity, that they
are free to assemble and that any attempt to classify them as “essential” or “non-
essential” is a violation of Montana Constitution Art. 2 Sec. 4 - Equal Protections Clause
