Utility Rates/Impact Fees Public Comment from Nancy CunninghamAimee Brunckhorst From: nancycunningham <nlc1111@hotmail.com> Sent: Thursday, March 12, 2020 12:25 PM To: Kalispell City Council Subject: [EXTERNAL] Impact Fees Follow Up Flag: Follow up Flag Status: Completed Council Members: am writing to you to express my concern over the news reports suggesting that the Council is reducing impact fees across the board, a stance that is in direct opposition to the advice of the Impact Fee Advisory Board. I know this as I am currently a volunteer on this board. As a all Volunteer based committee we spend hours of our personal time and energy trying hard to understand the past fee structure and look at the impact of new growth. We realize that our recommendations are not binding and that the council has to take other factors into consideration... and we expect the recommendations to be reduced. What we do not expect is for them to be not just ignored completely, but to go in the totally opposite direction and ensure that the burden of new growth is passed on, almost in totality, to the existing payers. am aware that the Advisory Board is mandated by the state. If you are going to completely ignore the advice of your boards, in fact do the complete opposite of what they recommend, I suggest you let the members know that in advance, so instead of wasting their time trying to understand the facts and make and educated decision to send to Council, we can just nod our heads and say "whatever" ... get out of meetings faster and be done with it. At this time I am seriously considering resigning from the Board, why waste my time? Nancy L Cunningham 1
