Utility Rates,Impact Fees Public Comment from Robert SappAfter visiting with your people at the open house, I found the rate changes are being made to encourage
building low housing. Lower housing costs are a major issue in the Flathead Valley but doubling
water/sewer rates defeats your purpose. Low income families and seniors on social security can not
afford increased costs for home expenses. These two groups are already fighting to find the money to
even buy groceries after paying for rent and utilities. Check the schools on how many kids they are
feeding free breakfasts and lunches because there is no food at home. They can NOT afford the
proposed water/sewer increases and these increases may put them out of their homes and onto the
streets. This is defeating your original purpose!! The people building new homes apparently have the
money to pay the current impact fees so why put this burden on the low income people you are trying
to help. We need to find a way to lower property taxes so rental owners can lower their monthly rental
