Utility Rate Increase/Impact Fees Public Comment from David & Mary RiceAimee Brunckhorst From: riced2474@gmail.com Sent: Saturday, February 22, 2020 12:01 PM To: Kalispell City Council Subject: [EXTERNAL] Proposed Water and Sewer Rate Increase and my wife have resided at 511 S Meridian Road, Kalispell for about 30 years, and fully support the increase in funds anticipated for maintenance of the water and sewer lines that we depend on. However, we have two comments about the proposed increases, being: 1) if the fund increases are truly needed, then the proposed DECREASE in impact fees seems to push more of the increase on current homeowners. New construction directly increases the costs we all share, and the current impact rate seems to be equitable as is; and, 2) there should be a costing method by which, whatever water the homeowner uses for "Sprinkling lawn and/or shubbery", does not enter into the Sewer cost, since that portion of the homeowner's water usage does not have to be treated. This said, because previously the sewer cost was based on the homeowner's water use, less "Sprinkling usage" Thank you for consideration of these concerns. David & Mary Rice, homeowners.
