COVID-19 State of emergency Public Comment from Jen RobinsonFrom:Jen Robinson To:Kalispell Meetings Public Comment Subject:[EXTERNAL] Tonight’s meeting Date:Monday, April 6, 2020 6:35:49 PM My name is Jennifer O’Connell. I reside at 22 Salem St. in Kalispell. I read in The Daily Interlake that tonight’s meeting would involve discussion on whether Kalispell should declare a state of emergency. My biggest concern is in the proposed idea of the city manager being solely entrusted with making decisions including quarantine/lockdown/enforcement, how law enforcement is to proceed, limiting movement in/out of our city. I see potential for this to infringe in rights that we hold dear to us, as citizens. If such drastic measures are to be considered, a panel of leaders in charge, versus one manager, would set the community more at ease. Our governor has already set measures in action which are to help limit spread of this virus. We do not need additional restrictive measures at this time. Please consider, if a state of emergency is issued, placing a committee of leaders in charge of the rules and enforcement to keep citizens safe—to ensure some sort of checks and balances.
