I strongly urge you to vote against ordinance 1840. There is no need locally, to impose any
tighter restrictions on the public than what is already in place at the state level. The delegationof "Emergency" authorities to a non-elected official, the City Manager seems to be a willful
abrogation of the Council's responsibility. IF there were a need for a declaration of some kindof emergency, then the Council should vote on it as a body, and declare it.
Many of us who have businesses in Kalispell live outside of city limits. Some of us have
regulatory requirements that must be met in our our offices. For example, as a FinancialAdvisor, I have a requirement to act on behalf of my clients as soon as I get a request for some
type of transaction. Often times those requests arrive by physical mail. One of the USPSemployees told me that they are continuing mail service daily. Hence, I must drive into
Kalispell, check my mail and transact any orders that I might receive. That's not optional forme.
Will there be a special dispensation or pass that people like myself will need to get?
Please, just don't implement this ordinance, and keep things friendly and simple.
We, as a community will get through this without additional restrictions.
