BACKGROUND: Each year the City of Kalispell performs pavement maintenance in the form
of chip sealing to extend the service life of existing paved streets. Chip seal pavement maintenance
for the year of 2020 will consist of chip sealing approximately 2 miles of City streets.
Bids were received on Thursday March 4, 2019 at 4:00 PM. One responsive bid was received
from local contractors:

Total Base Bid Price
$153,180.00
Engineer's Estimate $124,360.00
In addition to the chip sealing Base Bid, an Additive Alternate was bid with the project. The
Additive Alternate will contract the Contractor to re -paint existing pavement markings covered up
by the chip sealing operations with epoxy pavement markings. Below is a summary of the project
totals with the Additive Alternate added to the Contract:

Pavement Maintenance Solutions has been determined to be a responsive and responsible
contractor successfully completing similar projects in Northwest Montana.
REQUESTED ACTION: Motion to award the Chip Seal Project for Year Ending December 31,
2020 to Pavement Maintenance Solutions with the execution of the total amount of the Base Bid
and Additive Alternate for a total of $165,873.55.
FISCAL EFFECTS: The total project construction cost will be funded in parts by the Gas Tax,
Chip Seal and Overlay Fund (2420-421-430240-368) - $150,000.00 and the remainder coming
from the Pavement Maintenance Fund (2500-421-430244-354) - $15,873.55, which has a current
balance of $474,230.00.
