01-27-20 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES JANUARY 27, 2020 View the minutes attached to the audio of the meeting at: http://kalispell.com/480/Meeting-Videos A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, JANUARY 27, 2020, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS SANDY CARLSON, SID DAOUD, KARI GABRIEL, CHAD GRAHAM, RYAN HUNTER, TIM KLUESNER, SAM NUNNALLY, AND KYLE WATERMAN WERE PRESENT. Also present: City Manager Doug Russell, Public Works Director Susie Turner, City Engineer Keith Haskins, Budget Resource Manager Terri Loudermilk, and Parks Director Chad Fincher. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. 2019 Cost -Based Utility Rate Study and Impact Fee Review (Discussion Continued from 11-25-19 and 1-13-20 Work Sessions) Russell introduced the topic, noting this is a continuation from two previous work sessions, and turned the presentation over to Turner and the HDR Consultant, Shawn Koorn, for the final numbers discussion. Koorn explained the water revenue requirement, the cellular meter option, and the need to maintain financial revenue projects over the period. He said the rate adjustments are revenue impacts, and the impact to customers will be approximately $3 per month/per year. There was discussion regarding cellular metering and staff and Koorn answered questions. Koorn then presented the sewer rate study and there was discussion regarding current and upcoming projects. Koorn and Turner then presented the proposed impact fee changes. There was discussion. Turner described the next steps in the process: a resolution of intent would come before council; legal notices would be sent out to all customers; and various town hall meetings would be held prior to the public hearing and final resolution before council. There was further discussion. By consensus, council determined that they would prefer to utilize the option which is 50% of current impact fees with a 3% annual increase and a concurrent annual 3% increase in water and sewer rates. 2. Reservation and Recreation Fees Russell introduced the topic and turned the presentation over to Fincher. Kalispell City Council Work Session Minutes January 27, 2020 Page I Fincher explained their programing fees and the rationale for raising the fees, noting they examined their programs and costs for the past few years in order to establish the new fee schedule. Russell remarked the proposed fees will come before council for formal adoption in the near future. Public Comment Forrest Nelson, 264 Financial Road, spoke regarding his interest in lowering impact fees and his concern about water as a resource. He said he would like a different way to interact with council because three minutes during public comment is not a lot of time to discuss things. CITY MANAGER/MAYOR/COUNCIL REPORTS None.
