01-16-20 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, January 16, 2020 First Floor Conference Room 201 First Avenue East ATTENDING: P.J. Sorensen, Chairman Jarod Nygren, Planning Director Rick Parker, Building Plans Examiner Tim Falkner, Administrative Captain Chad Fincher, Parks & Rec Director Tom Tabler, Senior Civil Engineer Jeff Clawson, Building Official Patrick Jentz, Engineer II GUESTS: James Freyholtz (MDT); Mark Johnson (Architect); Kyle Reddig (AMI Development) HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: KNTC Phase 1 bond is being released this week; Parks & Rec is waiting on a landscape bond for Glacier Eye before a C of O can be issued. OLD BUSINESS: Frontier Village Apartments — Treeline; new apartment complex. Parks is still reviewing the landscape plan, Public Works is completed with their review and Building Dept. has completed the garages and is very close to completing building 1. Per Rick the buildings are all the same with the exception of 2 story or 3 story structure, once building 1 plan review is completed he will just need site plans for the remaining buildings for approval. At this point since final plat has not been approved the permits cannot be issued. This will be on the agenda for next week. CHS/Bridgewater — 150 1 St Ave EN: remodel. Architect Mark Johnson met with Tom Tabler 1 / 15/20 and comments have been sent out. Planning also met with Mark the same day to discuss the courtyard and parking in front of Alpine lighting. The coffee kiosk is still in question but the owners are still committed to building that in the future. For now the site plan will not include the kiosk. This will be on the agenda for next week. The Crossings — Two Mile Drive; new apartment complex. Public Works has sent out comments, the lift station drawings are almost complete and ready to be turned in. The developer is planning on connecting the water connection to the existing line on Hawthorne and Liberty. This will be on the agenda for next week. 4th and Zuri — 55 4th Ave V N; remodel existing building to multi -use. Public Works is still waiting for the design calculations. Initial comments were sent out by Public Works. Rick is still waiting for the mechanical drawings. This will be on the agenda for next week. Flathead Industries — 40 E Idaho; drive-through/drop-off addition. Nothing new. This will be on the agenda for next week. UPS —1151 N Meridian; expansion of existing facility. Public Works submitted comments early this week. Planning and PD are working on access into the expanded site on the west side of gas station which may include an easement. Planning will be sending out comments this week. This will be on the agenda for next week. Morrison-Maierle —174 Timberwolf; new office building. Public Works is still reviewing. Planning has a few minor changes to send out about the handicap parking. This will be on the agenda for next week. NEW BUSINESS: Kalispell Family Dental — 720 2nd Street E; exterior remodel & small addition. Planning has started review, there is currently no handicap parking which they will have to provide. A sidewalk may have to be added in front along the roadway. This will be on the agenda for next week. PLANNING OFFICE ITEMS: Stillwater Bend Phase 1 PUD & Pre -Plat was approved at the Planning Board level and will move forward to the February 3rd City Council meeting. OTHER REPORTS: Immanuel Lutheran Home — preliminary comments on potential assisted living units. Owners are looking to build a duplex to include approximately 8 additional parking spots.
