4-23-13 Technical Advisory Committee Minutes Kalispell Technical Advisory Committee Minutes of April 23, 2013 Page 1 of 3 KALISPELL TECHNICAL ADVISORY COMMITTEE MINUTES OF MEETING APRIL 23, 2013 CALL TO ORDER AND ROLL CALL The meeting of the Kalispell Technical Advisory Committee was called to order at 1:30 p.m. Committee Members Present were: Tom Jentz, Doug Russell, Ed Toavs, Marc Liechti, Ovila Byrd, representing Dave Prunty, Gary Engman, Cal Scott, Bob Vosen, Tim Larson, Susie Turner & Ted Luehr. Sheila Ludlow participated by teleconference from Helena. John Donoghue and Mark Munsinger were absent. APPROVAL OF THE MINUTES Luehr moved and Liechti seconded a motion to approve the minutes of the March 12, 2013 meeting. VOTE BY ACCLAMATION The motion passed unanimously on a vote by acclamation. HEAR THE PUBLIC No one from the public wished to speak. OLD BUSINESS: None. NEW BUSINESS: REMOVE ONE MILE OF URBAN AID HIGHWAY FROM THE KALISPELL URBAN SYSTEM Jentz noted this item is a request to remove one mile of urban highway from the Kalispell Urban Area System. At the March meeting TAC discussed adding Four Mile Drive as the next urban priority project which would add one mile of road to Kalispell’s urban system. Jentz received a letter from Lynn Zanto dated April 18, 2013 informing TAC that because Kalispell added one mile of urban roadway we would have to remove at least one mile of urban roadway. Jentz reviewed the criteria involved in determining which roadways can be removed which was provided to the TAC members prior to the meeting. Luehr asked who would take responsibility for the roadway removed and Jentz said the city or the county depending on whose jurisdiction the road is located in. Jentz then reviewed the positive and negative aspects of removal. The recommended routes for removal are as follows: 1. 3rd Avenue and 4th Avenue East – Total length 2 miles Specific description: 3rd Avenue East from Center Street to 11th Street East and 4th Avenue East from Center Street to 13th Street East. Additionally we would add the one block connector between 3rd Avenue and 4th Avenue along 13th Street East. 2. 7th Avenue West – Total length: Approximately 1 mile Specific description: 7th Avenue West from Center Street to 11th Street West. In addition the small segment from 7th Avenue West to 5th Avenue West. Kalispell Technical Advisory Committee Minutes of April 23, 2013 Page 2 of 3 3. Three Mile Drive – Total length: 1 mile Specific description: Three Mile Drive from North Meridian west to Stillwater Road. Further discussion was held regarding the reworking of Three Mile Drive when the bridge for the bypass is built. Turner suggested TAC look at 3rd and 4th Avenue. For the City of Kalispell removing them from the urban list makes a lot of sense because they have direction from council to move that way; it is in the Core Area Plan; and they would like to move forward and complete a traffic study to see if those avenues could be made into two-way avenues. Turner said as far as not getting pavement preservation monies the city has plenty of other routes that those monies can be used for. Scott noted the recommendation is to remove one mile of road and option #1 is two miles. Jentz said TAC is required to remove a minimum of one mile which in the future they may be able to add a future route. Ludlow said Kalispell could revisit the committee action that demonstrated that two miles were removed when one mile was added. MOTION Scott moved and Liechti seconded a motion to recommend removing Option #1: 3rd Avenue East from Center Street to 11th Street East and 4th Avenue East from Center Street to 13th Street East, and the one block connector between 3rd Avenue and 4th Avenue along 13th Street East. VOTE BY ACCLAMATION The motion passed unanimously on a vote by acclamation. FOUR MILE DRIVE URBAN AID PROJECT FROM KIDSPORT WEST TO STILLWATER ROAD Toavs noted part of Four Mile Drive is just a bit outside of the urban boundary so Commission action won’t be until July to accept updated census boundary limits. Toavs said the Four Mile Drive nomination can’t happen until that action is taken because we would be nominating a project that technically is not fully in the urban system. The project nomination can then take place in August/September in order for the project to be available for the construction funds. Toavs reviewed the risk assessment for the Four Mile Drive project. Jentz noted that once the project is nominated in July of 2013 we have until 2017 to pull the project together. Ludlow said if the functional class timeline changes from six years to four years has not been finalized by the time this project is nominated we will operate under whatever current guidelines there are which could be the six year window. Ludlow clarified the project nomination is tentatively scheduled for the September 2013 Commission meeting. Kalispell Technical Advisory Committee Minutes of April 23, 2013 Page 3 of 3 Toavs added MDT is looking at splitting the alternate route center section into two pieces – Three Mile Drive to Four Mile Drive/Four Mile Drive to Reserve Loop. If they can get Four Mile Drive ready for construction they will look at the funding and the section from Four Mile Drive to Reserve Loop could be constructed next. The project makes sense for connectivity purposes and makes it attractive for backup status funding. PROGRESS REPORT – ALTERNATE HIGHWAY 93 – WEST RESERVE TO RESERVE LOOP Toavs said the funding has been secured for the West Reserve to Reserve Loop portion of the Highway 93 Alternate Route that will be let June 27, 2013. Vosen noted that the key component to this project is the work in the intersection on West Reserve and Highway 93 North where they are trying to set the contract to minimize the disruption time. Currently the estimated construction period is 30-35 days for that intersection. There was further discussion regarding the work at the intersection; rehabilitation of West Reserve Drive; the inclusion of a bike/ pedestrian path from Highway 93 to Glacier High School; and the reasons MDT decided to start construction of the next phase of the alternate route on the north end instead of from Highway 2 West to Two Mile Drive. The construction for this segment of the alternate route should begin in August 2013. NEXT MEETING DATE Jentz noted the next meeting will occur with the funding of the next project.
