MINUTES OF MEETING
DECEMBER 12, 2018
CALL TO ORDER AND
The meeting of the Kalispell Technical Advisory Committee was
ROLL CALL
called to order at 1:30 p.m. Committee Members Present were:
Doug Russell, Mark Munsinger, Ted Luehr, Ed Toays, Phil
Mitchell, Dave Prouty, Justin Juelfs, Susie Turner, Vicki Crnich,
Bob Vosen, Tim Larson, Rory Young and Thomas Jentz. Marc
Liechti and Bob Vosen were absent. There were approximately 8
people in the audience.
APPROVAL OF THE
Prunty moved and Luehr seconded a motion to approve the minutes

The motion passed unanimously on a vote by acclamation.

NEW BUSINESS #1
James Freyholtz, traffic engineer with MDT started discussion by
TRAFFIC SIGNAL TIMING
advising that the traffic signal timing project is a statewide project.
PROJECT ON US 93 NORTH,
Majority of the projects are managed in house and some are
KALISPELL
contracted out. Kalispell was contracted out to Kittelson &
Associates. Pat Mamell with Kittelson & Associates presented the
project that started in May 2017 to the committee (see "US 93
Signal Retiming" presentation attached).
James Freyholtz gave an update on signal projects at Hwy 35 and
Helena Flats, Rail Park Dr. and Hwy 2, as well as Hwy 93 and Rose
Crossing.

Tom Jentz, planning director for the City of Kalispell, advised the

He briefly explained some of the updates they have in mind and that

fully on board with the update, Kalispell has the oldest
Transportation Plan in the state.

Ed Toays gave the following updates: Glacier HS to Farm to Market
will begin construction in 2020/2021, Whitefish Stage north of
Reserve to Hwy 40 is currently in the study phase.

The Bypass expansion is slotted to begin in the summer of 2019 and
be completed by September 2020.

The next meeting will be held when necessary.
