MINUTES OF MEETING
SEPTEMBER 26, 2019
CALL TO ORDER AND
The meeting of the Kalispell Technical Advisory Committee was
ROLL CALL
called to order at 1:30p.m. Committee Members Present were: Doug
Russell, Ted Luehr, Marc Liechti, Rory Young, Dave Prunty, Justin
Juelfs, Tim Larson and Thomas Jentz. There were approximately 6
people in the audience and KLJ Consultant Joe Devore joined via
phone.
APPROVAL OF THE
Luehr moved and Liechti seconded a motion to approve the minutes

of the July 24, 2019 meeting.
VOTE BY ACCLAMATION
The motion passed unanimously on a vote by acclamation.

p Memorandum #1 (attached). The hope is to have a recommendation
DESIGN PROJECT
by January 2020. Advised that Big Sky Public Relations have been
contracted by MDT to lead the public outreach portion of the
project. Kathy briefly went through the memo noting that if the
board all agreed that the design would be based on a 2% growth rate
over 20 years; board all agreed 2% is a fair rate. Kathy inquired
about the future growth, both city and county, of Cemetery Rd. and
Airport Rd. to help with design as they proceed with the project. The
goal is to have the project started within the next 5 years.
OLD BUSINESS
Jentz updated the board on the 2006 Kalispell Area Transportation
Plan update; KLJ will be assisting with the project which will take
about 16 months to complete. First kick off meeting will be on
October 16, 2019, public outreach will begin on November 12/13,
2019. -
Jentz also advised the board that the recommendation to reclassify
West Reserve is still moving forward, however slower than they
would like.
NEW BUSINESS
Juelfs advised that MDT is currently light on highway projects and
announced that Bob Vosen has formally accepted the position as
MDT's District Administrator.
NEXT MEETING DATE
Kathy advised she would like to come back to the board with KBP:
Traffic Memo #2 and hold a public meeting the same week. She
would like to see the public meeting scheduled for November 21st
and the next TAC meeting scheduled for November 20t1i. Jentz
advised they could confirm after the meeting.
