MINUTES OF MEETING
MAY 9, 2019
CALL TO ORDER AND
The meeting of the Kalispell Technical Advisory Committee was
ROLL CALL
called to order at 1:30 p.m. Committee Members Present were:
Doug Russell, Mark Munsinger, Ted Luehr, Ed Toays, Pam
Holmquist in place of Phil Mitchell, Dave Prunty, Justin Juelfs,
Susie Turner, Vicki Crnich, Bob Vosen, Tim Larson, Rory Young,
Thomas Jentz, Marc Liechti and Bob Vosen. There were
approximately 8 people in the audience.
APPROVAL OF THE
Munsinger moved and Loehr seconded a motion to approve the
MINUTES
minutes of the December 12, 2018 meeting.
VOTE BY ACCLAMATION
The motion passed unanimously on a vote by acclamation.

NEW BUSINESS #1
Jentz briefed the members of the committee concerning a meeting
RECOMMENDATION TO RE-
orchestrated by Kalispell President Joe Unterreiner with
CLASSIFY WEST RESERVE
representatives from the congressional delegation, MDT and city
DRIVE FROM THE
INTERSECTION OF US 93 TO
officials concerning the need to improve West Reserve Drive from
THE INTERSECTIN OF US HWY 2
US 93 to US 2. MDT District Administrator Ed Toays suggested
that this stretch of roadway is currently designated as an Urban
roadway and that one answer would be to petition the State
Transportation Commission to have it re -designated as a State
System roadway. The road way carries significant traffic loads that
connect to State Highways. This effort would open up additional
funding sources for reconstruction of this road way. The process of
re-classifying the roadway were discussed.
MOTION
Juelfs moved and Prunty seconded a motion to recommend to the
Montana State Transportation Commission that West Reserve Drive
from the intersection of US Highway 93 to the Intersection of US
Highway 2 by removed from the State Urban System and added to
the State Primary System.
VOTE BY ACCLAMATION
The motion passed unanimously on a vote by acclamation.
NEW BUSINESS #2
Jentz updated the members on the process of the transportation plan
PROPOSAL TO UPDATE THE
update and that we have approximately $250,000 for the project and

that staff has put out a request for proposal for an engineering firm

to update the plan.
NEW BUSINESS #3
Vosen and Toays updated members on projects in and around

Kalispell including numerous paving projects, man hole adjustments

on Meridian, overlays west of town, repairs on the Hungry Horse
FLATHEAD COUNTY &
Bride and the Build Grant for the
g bypass.
