Continuation of discussion with MDT and engineering consultants KLJ to complete design work on the final segment of the US Highway 93 Bypass from US 93 South through the Airport Road Roundabout. MDT plans to widen this interim segment to a four-lane and construct grade-separated roadway replacing the two roundabouts. Initial traffic volumes and assumptions were presented at the last meeting. Traffic Memorandum #2 will be discussed which provides traffic projections for the 93 South Bypass Neighborhood through 2045. E. Old Business - Update of the 2006 Kalispell Area Transportation Plan - Update on the TAC recommendation to re-classify West Reserve Drive from the intersection of US Highway 93 to the Intersection of US Highway 2 by removing it from the State Urban System and adding it to the State Primary System Update on F. Adjournment     Page 1      KBP: Traffic Memorandum #2 Date: 11/8/2019  To: Fred Bente, MDT Consultant Manager  From: Kathy Harris, PE, PTOE and Kevin Mackey PE, PTOE  RE: 2038021 KBP: US 93 to Airport Road, Traffic Projections    This memorandum presents 2045 traffic projections for the Kalispell Bypass (KBP) study area, focusing  on the segment between US 93 and Airport Road (Reference Post (RP) 0 to 1.7). Information in this  memorandum will be used for the 2045 traffic and safety analysis.    Summer and School Traffic Counts 2019 traffic data presented in Traffic Memorandum #1 was collected in August when local schools were  not in session. MDT requested that the traffic counts on Airport Road be verified during school  conditions. As such, KLJ collected AM and PM peak period turning movement data at the intersections  of the KBP/Airport Road and Airport Road/Cemetery Road in October when school was in session. The  summer traffic counts are higher than the school year counts and will be used for future analysis.    Traffic Projections Methodology Overview Traffic Growth on Existing Roadways For traffic on existing roadways, a two percent annual growth rate was applied through 2045. This  growth rate was presented in Traffic Memorandum #1, at an 9/11/19 meeting with MDT and at the  September Transportation Advisory Committee (TAC). The two percent annual growth rate is based on  historic traffic patterns, demographic forecasts, and common industry practice.   Traffic Generation on Former Siderius Property and Basecamp Drive Basecamp Drive is planned as a north‐south City roadway that will intersect the KBP at the location of  the existing roundabout between US 93 and Ashley Creek. The north terminus of Basecamp Drive will be  Cemetery Road, then connecting to Ashley Meadows to the south. This roadway is planned to be  constructed as development and annexation occur into the City of Kalispell.  It is assumed that the road  will be fully built by 2045.          Page 2    Traffic projections for this road are based on demographic projections in the 2018 Kalispell Water  Facility Plan Update (WFPU), using trip generation rates from the Institute of Transportation Engineers’  Trip Generation Manual (10th edition).  Refer to the attachment for specifics related to traffic estimates,  with the following paragraphs summarizing the assumptions.     The location of assumed future development with traffic impacts to Basecamp Drive is shown in  Figure 1   o 50% of this development is east of US 93 and will not be assigned onto the KBP area.   o 50% of this development is west of US 93 and provides 40 acres of development with  traffic impacts to Basecamp Drive.  This future development will be assigned to  Basecamp Drive as the primary local access road.   o As detailed in the attachment, future development projected to generate 9,922  additional daily vehicle trips which will be rounded to 9,900 as follows :    1,153 daily trips from commercial uses   6,371 daily trips from retail uses    884 daily trips from industrial uses   1,514 daily trips from residential uses in 2045.  Note that residential growth is  not expected to achieve full build out until year 2068.  The KBP traffic study is  using 2045 as the design year; therefore the residential trips will reflect interim  residential development‐not full build out. The total of 9,900 additional trips in 2045 needs to be assigned to the roadway network. Based on the  expected development patterns in the area, KLJ recommends assigning 60 percent of this traffic to  locations north of the KBP and assigning the remaining 40 percent of traffic to locations south of the  KBP.    North of the KBP:   o 60 percent of development generated traffic   25 percent of traffic will use Cemetery Road which is expected to have  significant capacity restrictions by the year 2045.  Improvements to Cemetery  Road are outside the scope of the KBP and will not be considered as a  constraining factor.     75 percent of traffic will use the KBP.    South of the KBP:   o 40 percent of development generated traffic   33 percent of traffic will use Ashley Meadows which is expected to have  capacity issues at the intersection with US 93. These are outside the scope of  the KBP and will not be considered.     67 percent of traffic will use the KBP.    2045 Traffic Projections Traffic projections with a 60/40 split north and south of the KBP are shown in Figure 2. Note that AM  and PM peak hour turning movement counts were balanced for continuity of traffic flow between  intersections.  For reference, traffic projections with an equal (50/50) north/south split are shown in Figure 3.   Recommendation for Traffic Assignment Based upon community background issues discussed above, KLJ recommends using the WFPU growth  projections and a 60/40 traffic split to estimate the 2045 traffic volumes for KBP traffic analysis. As Below is a list of assumptions used to generate 2045 traffic estimates for the north and south  approaches of Basecamp Drive (formerly known as the Siderius Roundabout) at the junction with the  Kalispell Bypass.  General Assumptions  Uses demographic data from 2018 Kalispell Water Facility Plan Update (WFPU) Daily traffic generated by new development is estimated from data in the Institute of Transportation Engineers’ Trip Generation Manual (10th edition). o KLJ is using daily traffic estimates rather than peak hour estimates given these will be long range forecasts, specific development details are unknown, and daily traffic estimates can be compared to similar roadways for a reasonableness check o For traffic simulation, it will be assumed 8 percent of daily trips occur in the AM peak hour and 9 percent of daily trips occur in the PM peak hour Based on data in NCHRP Report #716 – Travel Demand Forecasting: Parameters and Techniques Traffic Growth Estimate Methodology  Short Term Growth (0 to 5 Years)  It is assumed that no Short‐Term growth in Kalispell (0 to 5 years) will impact the Basecamp Drive  Intersection.  Mid Term Growth (5 to 15 Years)  Based on the WFPU, it is assumed that some development assumed for Zone 22 will utilize the  Basecamp Drive intersection for access. See the attached maps for more information related to Zone 22.  US 93 bisects Zone 22, therefore it is assumed 50 percent of development in this Zone will occur west of US 93. Of this 50 percent, some traffic will utilize the Basecamp Drive intersection. o Zone 22 is assumed to have 80 acres of commercial/industrial mixed use development 40 acres of development will occur west of US 93 (80 acres x 0.5 = 40 acres) 50 percent of mixed‐use development will be commercial o 25 percent floor area ratio (FAR = 0.25) o 40 acres x 50 percent commercial = 20 acres x 0.25 x 43,560 = 217,800 sf 50 percent of commercial land uses will be offices = 108,900 sf = 1,153 daily trips Uses ITE fitted curve for Land Use Code 710 50 percent of commercial land uses will be retail = 108,900 sf = 6,371 daily trips Uses ITE fitted curve for Land Use Code 820 50 percent of mixed‐use development will be industrial o 25 percent floor area ratio (FAR = 0.25) Attachment to Traffic Data Memo #2 o 40 acres x 50 percent industrial = 20 acres x 0.25 x 43,560 =  217,900 sf = 884 daily trips   ITE land use code 110   Uses fitted curve  Full Build Out Growth (15 to 50 Years)  Based on the WFPU, it is assumed that some development assumed for Zone 44 will utilize the  Basecamp Drive intersection for access. See the attached maps for more information related to Zone 44.   Full build out is expected by 2068 (KBP design year is 2045)  o Assume that 53 percent of Full Build out development in Zone 44 occurs by 2045  (straight‐line growth from 2019 to 2068)     US 93 bisects Zone 44, therefore it is assumed 50 percent of development in this Zone will occur  west of US 93. Of this 50 percent, some traffic will utilize the Basecamp Drive intersection.  o Zone 44 is assumed to have 600 future dwelling units by 2068   300 dwelling units will be west of US 93 (600 x 0.5 = 300)   2857 daily trips in 2068  1,514 daily trips in 2045   Uses ITE fitted curve for Land Use Code 210  Total Trips Generated by 2045  For the areas under consideration that are west of US 93 and will have some traffic using the Basecamp  Drive intersection, the total number of daily trips is:  1,153 + 6,371 + 884 + 1,514 = 9,922  This traffic volume has however not yet been assigned to the roadway, and there are multiple routes  that can be taken (other than Basecamp Drive) to access these locations.  Trip Assignment Assumptions   Two different splits were assumed for traffic north of the KBP and traffic south of the KBP  o Scenario 1: 60 percent of traffic is to or from locations north of the KBP with the  remaining 40 percent to or from locations south of the KBP  o Scenario 2: Even 50/50 split of traffic to or from the north and south sides of the KBP   For traffic to/from locations south of the KBP, it is assumed 33 percent will use Ashley Meadows  Road for access and 66 percent will use the KBP and the Basecamp Drive intersection for access.   For traffic to/from location north of the KBP, it is assumed 75 percent will use the KBP and the  Basecamp Drive intersection for access, and 25 percent will use Cemetery Road for access.   Final 2045 Traffic Estimates   Basecamp Drive north of KBP  o Scenario 1: 4,200 vehicles per day (60/40 north/south split)  o Scenario 2: 3,720 vehicles per day (50/50 north/south split)   Basecamp Drive south of KBP   o
