PUBLIC COMMENT: None. APPROVAL OF MEETING SUMMARY The URA moved to accept the September meeting minutes, passed unanimously. TIF & TEDD UPDATES & TIGER/KALISPELL CORE & RAIL REDEVELOPMENT Jarod provided an update on the Downtown TIF parking policies, including the value of city owned parking lots of approximately $13-$15 per square foot equaling roughly $2.3 Million. The Kalispell Business Improvement District Chairman is currently reaching out to downtown banks to discuss the possibility of a downtown parking structure. Shane Jackola provided an update on the Husky Street Apartments. He stated that the Glenwood Apartments West Side TIF application has been withdrawn. The first Glenwood Apartments building will be ready to lease space in May 2020 with the second building following three months later. Katharine reviewed the TIGER Supplemental Environmental Assessment, stating that Council will likely make a street connector decision by the end of January. Alta Planning + Design and KLJ Engineering are working toward 90% design. The TIGER Supplemental Environmental Assessment 30-day public comment period is underway from October 21— November 19, 2019. Open house events will be held this week, Thursday, November 7t" from 11 a.m. to 1 p.m. and 4 p.m. to 7 p.m. at Kalispell City Hall. The URA recommends 1st Avenue West North be the street connector for the project, passed unanimously. A Trail Crew subcommittee has been formed to work on trail naming and identity, Shannon will join the subcommittee. WGM Group is currently at 70% design for the South Kalispell Traffic Improvement Project. Planning Board will review and make a recommendation on the Project at the November 12t" meeting and Public Works will review and approve by the end of December. Two open house events for the South Kalispell Traffic Project will be held later this month, following a project newsletter mailing to adjoining property owners. City Staff will let the Board know the dates of the open house events. A paragraph regarding the Montana Department of Revenue required TIF/TEDD reporting was added to the TIF/TEDD Annual Report as well as an appendix showing the 2019 reports. The URA accepts the annual report and moved to send the report on to City Council, passed unanimously. BROWNFIELDS Edits to the CHS Country Store Phase I Environmental Assessment are underway in preparation for the transfer of ownership for the property to a local developer, slated for December 2nd. A likely transfer of ownership to another developer for the CHS Agronomy Center is planned for the end of December. NEXT SCHEDULED MEETING The Board next meeting is scheduled for Wednesday, December 18t" at 4 p.m. Marc adjourned the meeting.
