A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, DECEMBER 9, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER,
ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT.
Also present: City Manager Doug Russell, Public Works Director Susie Turner, City Engineer Keith
Haskins, and Senior Planner Jarod Nygren.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Update to the Design and Construction Standards
Russell introduced the topic and turned the discussion over to Turner and Haskins to discuss the proposed
update.
Turner explained the updates would include the new storm water regulations and make a few other
changes, including administrative changes.
Haskins then explained the proposed revisions in detail, referencing new state and federal regulations that
the city must follow.
Staff answered questions.
There was discussion.
Turner informed council that a Resolution of Intent to hold a public hearing will come before them at the
next council meeting for action.
Public Comment
None.
CITY MANAGER/MAYOR/COUNCIL REPORTS
Russell remarked that there will be a 911 Committee meeting followed by a Funding Committee meeting
this Wednesday, and that the December 16 council meeting will be the last meeting of the year.
Guiffrida had a question regarding who is responsible for traffic control during parades; Turner answered
that the Chamber was responsible for the recent Christmas parade.
