The State then allocates a portion to local jurisdictions, according to violent crime statistics. The amount appropriated to the Kalispell Police Department for FY19 is $10,279. KPD has submitted a grant application to apply this award toward the following: 1) Satellite phone and pre -purchased minutes, $1100 2) Drone, $3,961 3) Mobile Data Terminal, $5,218 The total cost of the equipment is $10,279, with no additional city budget requirement. RECOMMENDATION Accept FY 2019 JAG grant of $10,279. FISCAL EFFECTS: This is a no match grant, nothing from the FY2020 budget will be utilized to accomplish the above purchases. ATTACHMENTS: Program Narrative, Drone Listing, MDT quote, Satellite Phone quote, Grant Award Sheet DOUG OVERMAN, CHIEF OF POLICE FY 2019 BJA Justice Assistance Grant City of Kalispell, Application #2019-H4531-MT-DJ MDT, Drone, and Satellite Phone Purchase Project Narrative The City of Kalispell is slated to receive a direct JAG award of $10,279 as a result of the Edward Byrne Memorial Justice Assistance Grant (JAG) Program FY2019 Local Solicitation. The money would be used in three areas; first to purchase a mobile date terminal for a patrol car, second to purchase a drone quadcopter, and thirdly to purchase a satellite phone. 1) A satellite phone has many uses in the realm of public safety. Often times in rural law enforcement, resources are limited so we are compelled to partner with other agencies. For us in northwestern Montana, that means a municipal police department can and has found itself assisting County and State agencies well outside of the City limits. Because of the limitations that exists with traditional cell phone and two-way radio coverage, communication often times is spotty at best. Having the ability to confidently communicate during these situations goes far beyond convenience; it can and has been a safety concern. Examples of such situations that our department has participated in are; search and rescue operations, Negotiator tail outs, Crime Scene Processing and drug enforcement cases. Additionally, we have encountered times, albeit limited, when our 911 Center has lost phone and radio capability and there was no way to communicate with them. In our local area, the Sheriff's Dept, 911 Center, Health Department, Search and Rescue, and Federal Agencies all have satellite phone capabilities. The cost of a satellite phone with necessary minutes is $1100. 2) Drone - Law enforcement agencies around the world have been using drones in an effort to conduct police business in a safer and efficient way. Drones can be and have been used in a multitude of ways to include, surveillance, crime scene processing, deliveries to suspects during hostage crisis negotiations, searches for suspects, building clearing, hazmat incidents, bomb detection, active shooter situations, and missing person searches. Numerous facets within our department could use a drone to include our Patrol Division, Traffic Units, Special Response Team, Major Crime Unit, Fire/Arson Investigators, and Drug Task Force. Additionally, if we possessed a drone, it could be quickly deployed rather than having to wait for another agency to bring their equipment and operator to an incident. Just the increased officer safety a drone offers certainly warrants the cost of the equipment. Cost of drone and accessories total $3,961. 3) Mobile Date Terminal (MDT) - We use Motorola Toughbooks in all of our patrol cars. We have had a number of them this year that needed replacement. We utilize these MDTs to view our call log, write reports, link to our digital ticketing software, and send pertinent information from officer to officer or dispatcher to officer. Cost of MDT is $5218. The Kalispell Police Department currently does not have the funding for these purchases. KPD has not applied for any other grants to purchase these items. This grant allows us to better equip our officers with safety and investigative equipment. We are following are agencies procurement and capitalization policy. Avoidance of duplication of networks To avoid duplicating existing networks or IT systems in any initiatives funded by BJA for law enforcement information sharing systems which involve interstate connectivity between jurisdictions, such systems shall employ, to the extent possible, existing networks as the communication backbone to achieve interstate connectivity, unless the recipient can demonstrate to the satisfaction of BJA that this requirement would not be cost effective or would impair the functionality of an existing or proposed IT system. 48. Compliance with 28 C.F.R. Part 23 With respect to any information technology system funded or supported by funds under this award, the recipient (and any subrecipient at any tier) must comply with 28 C.F.R. Part 23, Criminal Intelligence Systems Operating Policies, if OJP determines this regulation to be applicable. Should OJP determine 28 C.F.R. Part 23 to be applicable, OJP may, a its discretion, perforn audits of the system, as per the regulation. Should any violation of 28 C.F.R, Part 23 occur, the recipient may be tined as per 34 U.S.C. 10231(c)-(d). The recipient may not satisfy such a fine with federal funds. 49. Protection of human research subjects The recipient (and any subrecipient at any tier) must comply with the requirements of 28 C.F.R. In addition, ballistic -resistant and stab -resistant body armor purchased must be made in the United States and trust be uniquely fitted, as set forth in 34 U.S.C. 10202(c)(1)(A).
