Barbara, Bradford-Fenchak, Public Comment
Ms. Bradford-Fenchak of 38 Trails End Drive spoke regarding problems related to homelessness
and urged the Council to consider solutions that might help.

1. Resolution 5947 —Intention to consider the reestablishment of the Kalispell Tourism
Business Improvement District (TBID) and Set a Public Hearing
This resolution is a statement of intent by the City Council to consider the petitions
received to reestablish the TBID and call for a public hearing for December 2, 2019.
City Manager Doug Russell provided the staff presentation on this item.

Diane Medler, Public Comment
Ms. Medler, Director of the Kalispell Convention and Visitors Bureau, a division of the Kalispell
Chamber of Commerce provided information about the benefits the TBID has provided the
community over the past ten years and asked for the Council's continued support.
Seeing no further public comment, Mayor Johnson closed public comment.
Motion and Vote to approve Resolution 5947, a resolution of intention to create a Business
Improvement District for Kalispell pursuant to MCA 7-12-1111(4) that is directed toward the
common purpose of providing overnight stays at lodtin2 facilities, to fix a date of a public
hearing, and to provide for publication of notice of said hearing.

2. Ordinance 1831 — First Reading — Stormwater Regulations
This Ordinance consolidates and updates existing City stormwater regulations,
prescribes post -construction stormwater management practices, and updates
enforcement measures pursuant to the Montana Department of Environmental
Quality requirements.
Public Works Director Susie Turner provided the staff presentation for this item.

Public Comment
Mayor Johnson opened public comment. Seeing none, he closed public comment.
Motion and Vote to approve the first reading of Ordinance 1831, an ordinance amending
Ordinance 1600 and 1634 that regulate the public use of the City of Kalispell Stormwater
Facilities through the regulation of Construction and Post Construction activities that
impact the City Stormwater System pursuant to the NPDES II Stormwater Program of the
Environmental Protection Agency, and through the regulation of the introduction of
Pollutants into the City Municipal Separate Storm Sewer System (MS4) pursuant to the
NPDES II Stormwater Program of the Environmental Protection Auncy, directing the
City Attorney to codify the same, and declaring an effective date.

L CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action)
City Manager Doug Russell provided the following report:
• Update on the Local Government Interim Committee — The committee is
holding a meeting next Tuesday, about bringing back to the next session
Senate Bill 17, a Regional Fire Authority Bill.
• Work Session next week has been cancelled.
• The Airport Users Association has brought forward a grant application they
would like the Council to consider.
• Election Day tomorrow
00:20:04 Councilor Waterman brought up public comment that had been emailed to the Council
regarding the closure of an area on the east side for Halloween trick -or -treating next year.
Mayor Johnson reported that he attended the latest 911 Funding Committee Meeting and began
speaking with County Commissioner Brodehl about an update to the Interlocal Agreement.
Mayor Johnson stated that he would like to wait to create a Mayoral Task Force regarding the
homeless situation until after data is received from the City -County Board of Health which is due
December 16, 2019.

Mayor Johnson refuted details that were printed in a letter to the editor that was in today's Daily
Inter Lake about a forum that occurred at the Kalispell Chamber regarding local options sales
tax.
Mayor Johnson reminded Kalispell residents to vote in tomorrow's election.

Mayor Johnson adjourned the meeting at 7:29 pm.
