Resolution 4245 - Emergency Declaration - Repair Gravity Thickener at Wastewater Treatment Plant�z2$ r RESOLUTION NO. 4245 A RESOLUTION DECLARING AN EMERGENCY AND AUTHORIZING THE PUBLIC WORKS DEPARTMENT TO PROCEED, WITHOUT ADVERTISEMENT OR BIDDING, FOR REPAIRS TO THE GRAVITY THICKENER AT THE WASTE WATER TREATMENT PLANT. WHEREAS, the corrosive environment within the gravity thickener at the Waste Water Treatment Plant has led to a failure of protective coating on the concrete walls; and WHEREAS, without protective coating the concrete walls of the gravity thickener may fail causing serious damages to the sewer treatment plant, and WHEREAS, long term treatment of waste water to remove phosphorus, a function accomplished in the gravity thickener, with alum is costly, and WHEREAS, the Public Works Department has determined that the remedy for the problem will be to sandblast the interior walls of the gravity thickener to remove the remaining protective coating and coating the walls and roof of the tank with a glass flake epoxy coating, and WHEREAS, the estimated cost of repairs as determined by the Public Works Department is over $50,000, requiring advertisement and competitive bidding under S 7--5-4302, MCA, and WHEREAS, 5 7-5-4303, MCA authorizes a City to proceed without observing S 7-5-4302, MCA when an emergency exists and three --fourths of Council present at a meeting authorize a procedure which best meets the emergency and serves the public interest. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, AS FOLLOWS: SECTION I. That the deteriorating condition of the protective coating on the gravity thickener at the waste water treatment plant constitutes an emergency under $ 7-5-4303, MCA, thereby abrogating the City's responsibility to advertise and bid repairs. SECTION II. That the Public Works Department, under the direction of the City Manager, is authorized and directed to proceed and solicit proposals from qualified contractors to remove the existing coating and replace it with a glass flake epoxy substance, at a cost not to exceed $80,000. That funds necessary to accomplish repairs to the gravity thickener as recommended by the Public Works Department shall be expended from moneys held for replacement in the Waste Water Treatment Fund.
