10-14-19 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES OCTOBER 14, 2019 View the minutes attached to the audio of the meeting at: http://kalispell.com/480/Meeting-Videos A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, OCTOBER 14, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. COUNCIL PRESIDENT CHAD GRAHAM PRESIDED. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. MAYOR MARK JOHNSON WAS ABSENT. Also present: City Manager Doug Russell, City Attorney Charlie Harball, Public Works Director Susie Turner, City Engineer Keith Haskins, Planning Director Tom Jentz, and Senior Planner Jarod Nygren. President Graham called the work session to order. DISCUSSION ITEMS 1. Airport & 18th Street Proiect — Urban Renewal Board Recommendation Russell gave a brief overview of the Airport Road and 18th Street Project, noting that circumstances required that the 16th Street option be used instead, and turned the discussion over to Jentz and Nygren. Jentz presented the plans for the Airport Road and 16th Street 30% Design. There was discussion and staff answered questions. There was further discussion regarding the parking situation at Legend's Field. Russell recommended taking the conservative approach by sending the project to the Planning Board to ensure it meets our overall plan for the area before coming to council. 2. Discussion of Downtown Bike Rack Program Russell noted this topic is to update council on the Downtown Bike Rack Program and asked Jentz to give an overall view of the KAOS (Kalispell Art on the Streets) project. Jentz presented the three winning bike rack designs and let council know where they would be located along Main Street, noting they will be manufactured as class projects at FVCC. He said the material for the project is going to be donated by Pacific Steel. There was discussion and staff answered questions. Kalispell City Council Work Session Minutes October 14, 2019 Page 1 Russell remarked that council will see a finalized Memorandum of Understanding detailing the KDA and city's responsibilities in the near future. 3. Discussion on City -County Board of Health Interlocal Agreement Russell noted some issues came up during the budget process and that Councilor Guiffrida asked for a work session on the Board of Health Interlocal Agreement. Guiffrida detailed his thoughts on the existing Interlocal Agreement and what changes he feels need to be looked at. There was discussion. Public Comment Sid Daoud, 1942 Teal Drive, commented that it would be in Kalispell's best interest to get both Whitefish and Columbia Falls to participate in the City -County Health Board. CITY MANAGER/MAYOR/COUNCIL REPORTS Gabriel noted Kalispell has one year to prepare to host the League of Cities and Towns convention which is set for next October. Russell reminded council that the EMS Subcommittee meeting will not be held on Tuesday.
